【摘要】：在教育系統(tǒng)與職業(yè)系統(tǒng)之外的NEET(neither in employment nor in education or training)青年近年來成為各國關(guān)注的焦點(diǎn),它本質(zhì)上反映了教育系統(tǒng)與職業(yè)系統(tǒng)之間的"空間摩擦"問題。對此,OECD在《OECD技能展望2015——青年技能和就業(yè)能力》基于青年"工作本位"能力的培養(yǎng)與發(fā)展提出教育系統(tǒng)與職業(yè)系統(tǒng)整合發(fā)展策略,強(qiáng)調(diào)學(xué)生能力的培養(yǎng)與發(fā)展應(yīng)適應(yīng)未來職業(yè)生涯的需要,這在某種程度與時(shí)下"核心素養(yǎng)"改革所關(guān)注的學(xué)生終身發(fā)展與社會發(fā)展的核心問題相契合,對我國教育系統(tǒng)與職業(yè)系統(tǒng)整合建設(shè)有重要參考價(jià)值。本研究基于我國教育實(shí)際,并結(jié)合對OECD相關(guān)文件及其對世界各國青年"工作本位"能力調(diào)查數(shù)據(jù)等的解讀,從"工作本位"能力的培養(yǎng)和發(fā)展兩方面關(guān)注NEET青年問題的解決。
[Abstract]:NEET(neither in employment nor in education or training outside the educational and vocational systems has become the focus of attention in recent years. It essentially reflects the problem of "spatial friction" between the educational system and the vocational system. In view of this, the OECD put forward the education in the Outlook of OECD skills 2015- Youth skills and Employment ability, based on the cultivation and Development of Young people's "Work-Oriented" ability. System and career system integration development strategy, It is emphasized that the cultivation and development of students' ability should be adapted to the needs of future career, which to some extent coincides with the core problems of students' lifelong development and social development which are concerned by the reform of "core accomplishment". This study is of great reference value to the integration of education system and vocational system in our country. This study is based on the educational practice in China, combined with the interpretation of the relevant documents of OECD and the data of the investigation on the "work-based" ability of young people from all over the world. This paper focuses on the solution of NEET youth problem from the two aspects of the cultivation and development of work-based ability.
