隸屬關(guān)系對高職院校辦學(xué)的影響研究

【摘要】:高職院校隸屬關(guān)系問題發(fā)端于普通高教體制改革,集中在省域范圍、中觀層次,當(dāng)前已阻礙高職院校辦學(xué)。隸屬關(guān)系問題的邏輯依據(jù)是高職教育的基本屬性。隸屬關(guān)系問題包括縱向設(shè)計和橫向配置,分別對應(yīng)有"省級統(tǒng)籌說"與"市級統(tǒng)籌說"、"單一部門統(tǒng)一管理型說"與"多部門分散管理型說"等觀點。隸屬關(guān)系的內(nèi)涵即管理體制制約著高職院校的領(lǐng)導(dǎo)干部管理體制、經(jīng)費來源渠道、辦學(xué)自主權(quán);诠胶托实目剂,應(yīng)變革為由省級政府為主統(tǒng)籌管理,吸收單一部門統(tǒng)一管理模式的優(yōu)點實行教育部門、行業(yè)廳局等多部門分散管理;內(nèi)涵影響方面,應(yīng)打破隸屬部門界限組建優(yōu)質(zhì)高效干部團隊,建立以省級財政撥款為主的無差別財政經(jīng)費制度,并擴大高職院校辦學(xué)自主權(quán)。
[Abstract]:The problem of the subordinate relationship in higher vocational colleges originates from the reform of the general higher education system, focusing on the provincial scope and the meso level. The logical basis of membership relationship is the basic attribute of higher vocational education. There are "provincial overall planning theory" and "municipal overall planning theory", "single department unified management theory" and "multi-department decentralized management theory" respectively. The connotation of the subordinate relationship, that is, the management system restricts the management system of the leading cadres in higher vocational colleges. Based on the considerations of fairness and efficiency, it should be changed to the provincial government as the main overall management, absorbing the advantages of a single department unified management model to implement the education department, trade bureau and other multi-department decentralized management; In terms of connotation influence, we should break the limits of subordinate departments and set up a high-quality and efficient cadre team, establish a system of non-differentiated financial funds based on provincial financial allocations, and expand the autonomy of higher vocational colleges in running a school.
