【摘要】：我國的職業(yè)教育在民國時期獲得了相對快速的發(fā)展,民國時期的職業(yè)教育是我國職業(yè)教育整體發(fā)展的基礎(chǔ)。本研究在了解治理基本含義、特征及其與管理區(qū)別的基礎(chǔ)上,分析探討了職業(yè)教育治理的淺層含義、理論基礎(chǔ)與特征,以此來分析民國時期職業(yè)教育治理經(jīng)驗。研究總體上由四部分組成。第一部分是緒論。包括民國職業(yè)教育治理經(jīng)驗研究的背景和意義、國內(nèi)外主要的相關(guān)研究、治理經(jīng)驗研究的整體思路和方法,以及本研究可能的創(chuàng)新之處。第二部分是職業(yè)教育治理理論闡釋。從治理的起源與概念,到治理與管理的主要區(qū)別,并延伸到職業(yè)教育治理當(dāng)中,從多元主體、法律保障、民主決策、協(xié)商合作等幾個核心結(jié)構(gòu)與特征去闡釋職業(yè)教育治理的理論基礎(chǔ)。第三部分寫的是民國時期職業(yè)教育治理的三條主要經(jīng)驗。分別以政府和民間兩股力量為著眼點(diǎn),首先,分析了政府在職業(yè)教育改革和治理過程中的不同角色扮演;其次,分析了民間力量在職業(yè)教育發(fā)展和治理過程中的作用發(fā)揮;最后,分析了政策法規(guī)對職業(yè)教育治理保障的規(guī)范作用。第四部分提出了對民國時期職業(yè)教育治理經(jīng)驗的三點(diǎn)啟示。具體從職業(yè)教育發(fā)展需要政府主導(dǎo)、社會各界應(yīng)積極參與職業(yè)教育活動、政策法規(guī)是職業(yè)教育治理的保障三個方面去闡述。民國時期是中國近現(xiàn)代教育發(fā)展與轉(zhuǎn)型的重要?dú)v史時期,包括職業(yè)教育在內(nèi)。職業(yè)教育在這一時期的發(fā)展既存在一些問題,但也采取措施解決這些問題,從而奠定了我國職業(yè)教育發(fā)展的基礎(chǔ)。
[Abstract]:The vocational education of our country has obtained the relatively rapid development in the period of the Republic of China, the vocational education of the period of the Republic of China is the foundation of the whole development of the vocational education of our country. On the basis of the differences between the characteristics and the management, this paper analyzes and discusses the shallow meaning, theoretical basis and characteristics of vocational education governance. The first part is the introduction, including the background and significance of the study on the governance experience of vocational education in the Republic of China, and the main related research at home and abroad. The second part is the explanation of the theory of vocational education governance, from the origin and concept of governance to the main differences between governance and management. And extended to vocational education governance, from the pluralistic subject, legal protection, democratic decision-making. The third part describes the three main experiences of vocational education governance during the period of the Republic of China. . Firstly, it analyzes the different roles played by the government in the process of vocational education reform and governance. Secondly, it analyzes the role of folk forces in the process of vocational education development and governance. Finally, it analyzes the normative role of policies and regulations on the guarantee of vocational education governance. Part 4th puts forward three enlightenment to the experience of vocational education governance during the Republic of China period, specifically from the development of vocational education needs the government to lead. All walks of life should take an active part in vocational education activities. Policies and regulations are the guarantee of vocational education governance. The period of the Republic of China is an important historical period of the development and transformation of modern education in China. The development of vocational education in this period not only has some problems, but also takes measures to solve these problems, thus laying the foundation for the development of vocational education in China.
