【摘要】:中等職業(yè)教育的發(fā)展與經(jīng)濟(jì)發(fā)展兩者之間有著極其密切的聯(lián)系,中等職業(yè)教育的發(fā)展對(duì)經(jīng)濟(jì)的發(fā)展具有重要的推動(dòng)作用。隨著我國(guó)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整,成都市經(jīng)濟(jì)的快速發(fā)展,成都市的產(chǎn)業(yè)結(jié)構(gòu)正在調(diào)整,對(duì)中等職業(yè)技能人才的需求正在發(fā)生變化,,中等職業(yè)教育的布局結(jié)構(gòu)必須適應(yīng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要求。本研究以成都市的中等職業(yè)教育與地方經(jīng)濟(jì)發(fā)展、規(guī)劃的現(xiàn)狀出發(fā),經(jīng)過(guò)調(diào)研和分析,得出成都市中等職業(yè)教育布局結(jié)構(gòu)與地方經(jīng)濟(jì)發(fā)展兩者之間存在的諸多不相適應(yīng),針對(duì)存在的問(wèn)題,通過(guò)分析,尋找出主要原因:一是政府重視不夠,缺乏統(tǒng)籌機(jī)制,二是管理體制的問(wèn)題,三是學(xué)校布局結(jié)構(gòu)存在問(wèn)題,四是專業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)不能很好匹配,五是招生問(wèn)題;這些原因有歷史遺留問(wèn)題、社會(huì)環(huán)境的影響因素、更多的是政府的管理因素以及中等職業(yè)學(xué)校自身管理的因素等。 根據(jù)這些主要影響因素,本文以職業(yè)教育與區(qū)域經(jīng)濟(jì)發(fā)展存在著密切聯(lián)系,直接為地方經(jīng)濟(jì)服務(wù)的理論為基礎(chǔ),按照行政管理理論,結(jié)合區(qū)域中等職業(yè)教育現(xiàn)狀,梳理出成都區(qū)域中等職業(yè)教育布局結(jié)構(gòu)的影響因素,確定了成都區(qū)域中等職業(yè)教育布局結(jié)構(gòu)調(diào)整基本原則,在此基礎(chǔ)上,提出了成都區(qū)域中等職業(yè)教育布局結(jié)構(gòu)調(diào)整的對(duì)策及建議:一是發(fā)揮政府統(tǒng)籌職能,多方協(xié)同參與,理順關(guān)系,建立中職學(xué)校布局結(jié)構(gòu)調(diào)整機(jī)制;二是形成中職學(xué)校布局結(jié)構(gòu)和專業(yè)的調(diào)整監(jiān)控機(jī)制;三是通過(guò)整合、兼并、重點(diǎn)扶持等行政手段,逐步調(diào)整布局結(jié)構(gòu),形成與區(qū)域經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu)人才需求相匹配的中等職業(yè)教育布局結(jié)構(gòu);構(gòu)建以產(chǎn)業(yè)龍頭學(xué)校、重點(diǎn)骨干學(xué)校為主干框架,其他特色學(xué)校為補(bǔ)充的結(jié)構(gòu)合理、規(guī)模效益佳的中等職業(yè)教育學(xué)校布局結(jié)構(gòu);進(jìn)一步調(diào)整專業(yè)結(jié)構(gòu),形成與學(xué)校布局結(jié)構(gòu)相適應(yīng)的“龍頭學(xué)校+龍頭專業(yè)、重點(diǎn)骨干學(xué)校+骨干專業(yè)”的布局結(jié)構(gòu);四是具體的調(diào)整舉措。
[Abstract]:There is a close relationship between the development of secondary vocational education and economic development. The development of secondary vocational education plays an important role in promoting economic development. With the rapid development of Chengdu's economy, the industrial structure of Chengdu is being adjusted, and the demand for middle vocational and skilled personnel is changing. The layout structure of secondary vocational education must adapt to the change of the mode of economic development and the adjustment of industrial structure. The present situation of the planning is based on the development of secondary vocational education and local economy in Chengdu. Through investigation and analysis, it is concluded that the layout structure of secondary vocational education in Chengdu and the local economic development exist between the existence of a lot of incommensurate, in view of the existing problems, through analysis. To find out the main reasons: first, the government does not pay enough attention to the lack of overall planning mechanism, the second is the problem of the management system, the third is the school layout structure problems, the fourth is that the professional structure and industrial structure can not be well matched. Fifth, recruit students; These reasons include the problems left over from history, the influence factors of the social environment, the management factors of the government and the management factors of the secondary vocational schools themselves. According to these main influencing factors, this paper is based on the theory that vocational education is closely related to the development of regional economy and serves the local economy directly, according to the theory of administrative management. Combined with the current situation of regional secondary vocational education, this paper combs out the influencing factors of the layout structure of Chengdu regional secondary vocational education, and determines the basic principles of the readjustment of the layout structure of Chengdu regional secondary vocational education, and on this basis. This paper puts forward the countermeasures and suggestions for the adjustment of the layout structure of the secondary vocational education in Chengdu: first, to give play to the function of the government as a whole, to cooperate with each other, to straighten out the relationship, and to establish the adjustment mechanism of the layout structure of the secondary vocational schools; Second, the formation of secondary vocational schools layout structure and professional adjustment and monitoring mechanism; Third, through administrative means such as integration, merger and key support, the layout structure of secondary vocational education should be adjusted step by step, and the layout structure of secondary vocational education should be formed in line with the demand for talents of regional economy and industrial structure. Construct the secondary vocational education school layout structure which takes the industry leading school, the key backbone school as the backbone frame, the other characteristic school as the supplement structure is reasonable, the scale benefit is good; To further adjust the professional structure and form the "leading major in leading schools and backbone major in key backbone schools", which is suitable for the layout structure of schools; Fourth, specific adjustment measures.
