【摘要】:“三農(nóng)”問題一直以來不斷影響著我國經(jīng)濟發(fā)展和現(xiàn)代化建設(shè)的進程,黨和國家對此高度重視,發(fā)展農(nóng)村職業(yè)教育是解決“三農(nóng)”問題較為關(guān)鍵的因素。隨著新農(nóng)村建設(shè)的推進、農(nóng)村經(jīng)濟結(jié)構(gòu)的調(diào)整及城鎮(zhèn)化進程的加快,,2011年教育部等九部委發(fā)布《關(guān)于加快發(fā)展面向農(nóng)村的職業(yè)教育的意見》,使發(fā)展面向農(nóng)村的職業(yè)教育的政策導(dǎo)向逐漸清晰,不同區(qū)域職業(yè)教育的合作辦學(xué),是推動城鄉(xiāng)職業(yè)教育協(xié)調(diào)發(fā)展、解決農(nóng)村職業(yè)教育發(fā)展困境的有效途徑。通過對東西部職業(yè)教育跨區(qū)域合作辦學(xué)的研究,可以為面向農(nóng)村的職業(yè)教育發(fā)展提供科學(xué)的指導(dǎo),創(chuàng)新職業(yè)教育發(fā)展模式。 本文運用文獻法、調(diào)查研究法、個案分析法等多種研究方法,對發(fā)展東西部職業(yè)教育跨區(qū)域合作辦學(xué)過程中的相關(guān)問題進行深入分析,以期促進職業(yè)教育的協(xié)調(diào)發(fā)展。文章首先對跨區(qū)域合作辦學(xué)的概念、類型、原則等進行闡述,系統(tǒng)的分析了跨區(qū)域合作辦學(xué)的政策、經(jīng)濟及資源基礎(chǔ)。其次,總結(jié)了江山中等專業(yè)學(xué)校和宿豫中等專業(yè)學(xué)校的合作辦學(xué)經(jīng)驗,并對天津部分參與合作辦學(xué)的學(xué)校實施問卷調(diào)查,發(fā)現(xiàn)合作辦學(xué)中存在影響力不夠廣泛、對合作辦學(xué)認識有偏差、經(jīng)費支持存在困難、專業(yè)銜接不流暢、學(xué)生對環(huán)境適應(yīng)性差等問題,提出完善推進政策保障、提升學(xué)生異地學(xué)習(xí)的適應(yīng)性、改善跨區(qū)域合作辦學(xué)的管理機制、調(diào)整合作辦學(xué)內(nèi)容與形式、注重資源的優(yōu)化配置及教師的培養(yǎng)、健全跨區(qū)域就業(yè)機制六方面的發(fā)展建議。
[Abstract]:The issue of "agriculture, countryside and farmers" has been continuously affecting the process of economic development and modernization in China, and the Party and the country attach great importance to it. The development of rural vocational education is a key factor to solve the problem of "agriculture, countryside and farmers". With the development of new rural construction, the adjustment of rural economic structure and the acceleration of urbanization process. In 2011, the Ministry of Education and other nine ministries issued "opinions on speeding up the Development of Rural Vocational Education", which made the policy direction of developing rural vocational education clear gradually. The cooperative running of vocational education in different regions is an effective way to promote the coordinated development of vocational education in urban and rural areas and to solve the plight of vocational education in rural areas. It can provide scientific guidance for the development of vocational education in rural areas and innovate the development mode of vocational education. In this paper, the literature method, investigation method, case analysis and other research methods, the development of vocational education across the East and West regional cooperation in the process of running a school in-depth analysis of the relevant issues. In order to promote the coordinated development of vocational education. Firstly, this paper expounds the concept, types and principles of cross-regional cooperation in running schools, and systematically analyzes the policy, economy and resource basis of cross-regional cooperation in running schools. This paper summarizes the experiences of Jiangshan Secondary Professional School and Suyu Secondary Vocational School, and carries out a questionnaire survey on some of the cooperative schools in Tianjin. It is found that there is not enough influence in the cooperative running of schools. There are some problems such as misunderstandings of cooperative running schools, difficulties in funding support, unsmooth professional convergence, poor adaptability of students to the environment, and so on, so as to improve the policy guarantee and enhance the adaptability of students' study in different places. To improve the management mechanism of cross-regional cooperation in running schools, adjust the contents and forms of cooperation in running schools, pay attention to the optimal allocation of resources and the training of teachers, and improve the development proposals of six aspects of cross-regional employment mechanism.
