【摘要】:我國(guó)職業(yè)教育供給與社會(huì)多元需求之間存在的顯著性不匹配造成了結(jié)構(gòu)性矛盾,而從供給側(cè)結(jié)構(gòu)性改革的理論內(nèi)涵及其與職業(yè)教育治理改革之間的邏輯來(lái)看,推動(dòng)職業(yè)教育供給側(cè)結(jié)構(gòu)性改革需要其治理能力現(xiàn)代化,治理創(chuàng)新又是職業(yè)教育供給側(cè)結(jié)構(gòu)性改革的最大制度紅利。然而,我國(guó)職業(yè)教育治理還面臨著一系列突出困境,比如治理體系和治理能力現(xiàn)代化的目標(biāo)差距較大、治理技術(shù)及其實(shí)踐手段不適應(yīng)當(dāng)前發(fā)展需要、治理主體間的價(jià)值認(rèn)知和參與理性異化明顯、治理的制度設(shè)計(jì)難以激發(fā)供給側(cè)活力。為此,我國(guó)應(yīng)著力提升職業(yè)教育參與主體的治理能力、加強(qiáng)職業(yè)教育治理技術(shù)手段的創(chuàng)新、重塑職業(yè)教育治理的核心價(jià)值體系、構(gòu)建職業(yè)教育治理設(shè)計(jì)的落實(shí)機(jī)制,進(jìn)而切實(shí)推動(dòng)職業(yè)教育治理改革,培育職業(yè)教育創(chuàng)新發(fā)展新動(dòng)力,促進(jìn)職業(yè)教育持續(xù)健康發(fā)展。
[Abstract]:The significant mismatch between the supply of vocational education and the pluralistic demand of the society has caused structural contradictions. The theoretical connotation of the supply-side structural reform and the logic between the supply-side structural reform and the reform of vocational education governance are analyzed. Promoting the supply-side structural reform of vocational education needs the modernization of its governance ability, and governance innovation is the biggest institutional dividend of the supply-side structural reform of vocational education. China's vocational education governance is also facing a series of prominent difficulties, such as governance system and governance capacity modernization of the goal gap is large, governance technology and its practical means do not meet the needs of the current development. The dissimilation of value cognition and participation rationality between the governance subjects is obvious, and the system design of governance is difficult to stimulate the supply-side vitality. Therefore, our country should focus on improving the governance ability of the vocational education participants. Strengthen the innovation of technical means of vocational education governance, reshape the core value system of vocational education governance, construct the implementation mechanism of vocational education governance design, and promote the reform of vocational education governance. Cultivate new impetus of innovation and development of vocational education and promote the sustained and healthy development of vocational education.
