【摘要】：事業(yè)單位改革的方向不是單純的產(chǎn)業(yè)化、市場化和商業(yè)化,也不應(yīng)是全盤向非營利組織看齊。公立學(xué)校屬于事業(yè)單位,也必須屬于事業(yè)單位;作為事業(yè)單位的公立學(xué)校的運(yùn)行需要政府有所為有所不為。非營利組織分類應(yīng)包括公立學(xué)校,非營利組織的運(yùn)行體制可成為事業(yè)單位改革的一筆財(cái)富。作為事業(yè)單位的公立學(xué)校改革的前提是管辦分離,其間,非營利組織的運(yùn)行模式消化和政府可提供的良好外部環(huán)境非常重要。
[Abstract]:The direction of the reform of public institutions is not simply industrialization, marketization and commercialization, nor should it be in line with the non-profit organizations in an all-round way. Public schools belong to institutions and must also belong to institutions. As institutions, the operation of public schools requires the government to do something and do something wrong. The classification of non-profit organizations should include public schools, and the operating system of non-profit organizations can become a wealth in the reform of public institutions. As a public institution, the premise of the reform of public schools is the separation of management and management, during which the digestion of the operating mode of non-profit organizations and the good external environment that the government can provide is very important.
