【摘要】：隨著工業(yè)化、城鎮(zhèn)化及農(nóng)業(yè)現(xiàn)代化的不斷推進,進城農(nóng)民工隨遷子女教育問題引起社會廣泛關(guān)注。黨和政府非常重視該問題,并出臺一系列法律、政策及措施來解決該問題,取得了一定的成效,但在追求更高層次的公平時,也遇到了體制性“瓶頸”。因此,如何改革現(xiàn)有農(nóng)民工子女教育體制,成為我們當下值得考慮的問題。本研究主要包含五方面內(nèi)容。第一部分主要從研究問題、研究目的和意義、核心概念、國內(nèi)外研究現(xiàn)狀及研究設(shè)計等方面展開闡釋。第二部分是對農(nóng)民工子女教育現(xiàn)狀的調(diào)查。為了較準確掌握農(nóng)民工子女教育現(xiàn)狀,在金華、溫州、無錫三地11所中小學(xué)發(fā)放問卷4150份,之后運用SPSS18.0軟件對農(nóng)民工子女心理健康、教育公平及社會融入進行分析,結(jié)果顯示不同性別、年級、城市、學(xué)校的農(nóng)民工子女在這三個維度上存在一定差異。第三部分是在數(shù)據(jù)分析的基礎(chǔ)上對農(nóng)民工子女教育問題屬性進行反思,并從“洼地效應(yīng)”“巴士效應(yīng)”“玻璃門效應(yīng)”來論證其是一個體制性問題,而不是一個簡單或局部性問題。農(nóng)民工子女教育體制改革的目標有教育目標和社會目標二重訴求,在實現(xiàn)目標的過程中,要堅持從戰(zhàn)略維度、利益維度及技術(shù)維度進行系統(tǒng)思維,也要堅持聯(lián)合治理、統(tǒng)籌發(fā)展、漸進改革的推進原則�？梢赃x擇誘致性變遷、強制性變遷及探索性變遷三種創(chuàng)新路徑,不同的地區(qū)、不同的改革內(nèi)容需要選擇適合自身特點的路徑。最后一部分即結(jié)論部分,農(nóng)民工子女教育體制改革需要重新厘清和確認相關(guān)教育治理主體責任體系及組織職能,并從權(quán)利保障、預(yù)測規(guī)劃、經(jīng)費責任、準入升學(xué)、辦學(xué)管理、社會關(guān)愛等方面進行制度構(gòu)建。
[Abstract]:With the continuous progress of industrialization, urbanization and agricultural modernization, the education of the children of migrant workers moving with them has aroused widespread concern in the society. The party and the government attach great importance to this problem, and issue a series of laws, policies and measures to solve the problem, and have achieved some results, but in the pursuit of a higher level of fairness, they also encountered institutional "bottlenecks". Therefore, how to reform the existing education system of migrant workers' children has become a problem worthy of our consideration at present. This study mainly includes five aspects. The first part mainly explains the research problems, research purpose and significance, core concepts, research status at home and abroad and research design. The second part is the investigation of the current situation of the education of the children of migrant workers. In order to accurately grasp the present situation of the education of migrant workers' children, 4150 questionnaires were sent out in 11 primary and secondary schools in Jinhua, Wenzhou and Wuxi. Then SPSS18.0 software was used to analyze the mental health, educational fairness and social integration of migrant workers' children. The results showed that there were some differences in these three dimensions among migrant workers' children of different genders, grades, cities and schools. The third part reflects on the attribute of the education of migrant workers' children on the basis of data analysis, and demonstrates that it is an institutional problem, not a simple or local problem, from the perspective of "depression effect", "bus effect" and "glass door effect". In the process of realizing the goal, we should persist in systematic thinking from the strategic dimension, the interest dimension and the technical dimension, and also adhere to the principle of joint governance, overall development and gradual reform. We can choose three innovative paths: induced change, mandatory change and exploratory change. Different regions and different reform contents need to choose the path suitable for their own characteristics. The last part is the conclusion part, the reform of the education system for the children of migrant workers needs to clarify and confirm the main responsibility system and organizational functions of the relevant educational governance, and to construct the system from the aspects of right protection, forecasting planning, financial responsibility, admission to further study, school management, social care and so on.
