縣域義務(wù)教育均衡發(fā)展的現(xiàn)狀調(diào)查與政策建議——以湖北恩施教育調(diào)查為例

【摘要】：在縣級政府的推動下,促進縣域義務(wù)教育均衡發(fā)展,是促進教育公平和提高教育質(zhì)量的有效途徑�；趯笔《魇┦辛x務(wù)教育均衡發(fā)展現(xiàn)狀的調(diào)查和數(shù)據(jù)分析,發(fā)現(xiàn)恩施義務(wù)教育均衡發(fā)展的生均經(jīng)費投入逐年增長,教師待遇不斷改善,培訓(xùn)力度不斷加大,有效促進了恩施義務(wù)教育均衡發(fā)展。取得的成績值得肯定,但是仍存在諸如地方性教育經(jīng)費支出壓力大、教師資源配置仍不均衡、部分學(xué)校的標(biāo)準(zhǔn)化建設(shè)沒有達標(biāo)、薄弱學(xué)校校舍改造沒有完全落實到位等突出問題。建議多方融資,加強管理,減少地方教育支出壓力,加強教師隊伍建設(shè),優(yōu)化整合教師資源,全面整改不達標(biāo)學(xué)校,促進恩施義務(wù)教育向高位均衡發(fā)展。
[Abstract]:Under the promotion of county-level government, promoting the balanced development of compulsory education in county level is an effective way to promote educational fairness and improve the quality of education. Based on the investigation and data analysis of the balanced development of compulsory education in Enshi City, Hubei Province, it is found that the average investment of students in the balanced development of Enshi compulsory education is increasing year by year, the treatment of teachers is constantly improving, and the intensity of training is increasing, which effectively promotes the balanced development of Enshi compulsory education. The achievements are worthy of affirmation, but there are still some outstanding problems, such as the pressure of local education expenditure, the uneven allocation of teachers' resources, the fact that the standardization construction of some schools is not up to standard, and the fact that the transformation of weak school buildings has not been fully implemented. It is suggested that multi-party financing, strengthening management, reducing the pressure of local education expenditure, strengthening the construction of teachers, optimizing and integrating teacher resources, comprehensively rectifying and reforming substandard schools, and promoting the balanced development of Enshi compulsory education to a high level.
