民辦學(xué)校分類管理改革難在哪

【摘要】:探索營利性和非營利性民辦學(xué)校分類管理是當(dāng)前我國民辦教育發(fā)展進(jìn)程中的重要課題之一。由于分類管理改革涉及諸多方面,一些難點(diǎn)問題在各地試點(diǎn)中逐步顯現(xiàn)。主要表現(xiàn)在辦學(xué)實(shí)踐者對(duì)改革喜憂參半、辦學(xué)回報(bào)訴求未得到明確回應(yīng)、土地財(cái)稅貸款等扶持政策落實(shí)難、落實(shí)辦學(xué)自主權(quán)時(shí)遇阻滯、民辦學(xué)校師生獲得感不明朗以及基層對(duì)改革推進(jìn)方式有疑慮等六個(gè)方面。準(zhǔn)確定位改革難題是把握改革方向和提出針對(duì)性舉措的必要前提和基本條件。
[Abstract]:It is one of the important subjects in the development of private education in China to explore the classified management of for-profit and non-profit private schools. As the reform of classified management involves many aspects, some difficult problems gradually appear in various pilot projects. The main manifestations are that the school practitioners are mixed about the reform, that the demand for returns for running a school has not been clearly responded to, that it is difficult to implement the supporting policies such as land, finance, taxation and loans, and that the implementation of the autonomy of running a school has been hindered. The teachers and students of private schools have a sense of uncertainty, and the grass roots have doubts about the way the reform is carried out. Accurate orientation of reform is the necessary prerequisite and basic condition to grasp the direction of reform and put forward targeted measures.
