教育系統(tǒng)管辦評(píng)分離的政策含義

【摘要】:在深入理解相關(guān)政策文件的基礎(chǔ)上,探討教育系統(tǒng)管辦評(píng)分離的政策含義。從服務(wù)公共性的視角看,政府的教育服務(wù)可以區(qū)分為基本公共教育服務(wù)、非基本公共教育服務(wù)、非公共教育服務(wù)。從"兩個(gè)清單"的角度看,政府行為可以分為必須作為、重點(diǎn)作為、委托作為和不須(直接)作為幾種類型。從管辦評(píng)的要義的角度看,認(rèn)為今后的工作重點(diǎn)應(yīng)放在三個(gè)層面:擴(kuò)大省級(jí)政府教育統(tǒng)籌權(quán)和學(xué)校辦學(xué)自主權(quán),完善學(xué)校內(nèi)部治理結(jié)構(gòu),改進(jìn)和加強(qiáng)教育評(píng)估監(jiān)測。
[Abstract]:On the basis of deep understanding of relevant policy documents, this paper discusses the policy implications of the separation of management and evaluation in the educational system. From the perspective of public service, the educational service of government can be divided into basic public education service and non-public education service. From the point of view of "two lists", government behavior can be divided into several types: must act, emphasis act, entrustment act and not need (direct). From the point of view of the essence of the management and evaluation, the author points out that the emphasis of the future work should be on three levels: expanding the provincial government's right to coordinate education and the autonomy of running a school, perfecting the internal management structure of the school, and improving and strengthening the monitoring of educational evaluation.
