【摘要】：新型城鎮(zhèn)化對(duì)教育發(fā)展提出如下要求:呼喚以人為本規(guī)劃教育事業(yè)發(fā)展,呼喚均衡優(yōu)質(zhì)的基本公共教育服務(wù),呼喚與社會(huì)和諧發(fā)展的生態(tài)教育。但是目前城鎮(zhèn)化發(fā)展階段農(nóng)村教育資源配置面臨諸多挑戰(zhàn),受教育人口向城鎮(zhèn)集中,城市中小學(xué)超規(guī)模,大班額現(xiàn)象與農(nóng)村學(xué)校生源流失形成鮮明對(duì)照,農(nóng)村優(yōu)秀教師流失嚴(yán)重,師資校際流動(dòng)、支教活動(dòng)等未能產(chǎn)生長(zhǎng)效,等等。為此,應(yīng)采取科學(xué)預(yù)測(cè)人口發(fā)展優(yōu)勢(shì)和受教育需求、以人為本規(guī)劃城鄉(xiāng)教育設(shè)施布局、正確認(rèn)識(shí)并處理教育質(zhì)量和效益之間的關(guān)系、合理控制學(xué)校規(guī)模和班額等策略。
[Abstract]:The new urbanization demands the education development as follows: it calls for the people-oriented planning for the development of education, the balanced and high-quality basic public education service, and the ecological education for harmonious development with the society.However, at present, the allocation of rural educational resources in the stage of urbanization is facing many challenges. The population of education is concentrated in cities and towns, and the phenomenon of large class size in urban primary and secondary schools is in sharp contrast to the loss of students from rural schools.The loss of outstanding teachers in rural areas is serious, the flow of teachers between schools, teaching activities and other failure to produce long-term effects, and so on.Therefore, it is necessary to scientifically forecast the advantages of population development and the demand for education, to plan the layout of urban and rural educational facilities based on people-oriented, to correctly understand and deal with the relationship between the quality and efficiency of education, and to control the school size and class size reasonably.
