尊重差異的教育區(qū)域發(fā)展

【摘要】:正強(qiáng)調(diào)教育均衡發(fā)展的過程中,必須首先承認(rèn)地區(qū)間教育發(fā)展的差異性,只有在尊重差異性的基礎(chǔ)上,才能尋求區(qū)域間教育發(fā)展的均衡性和全面性,進(jìn)而實(shí)現(xiàn)中國(guó)教育發(fā)展的豐富性和多樣性。差異是客觀存在的現(xiàn)實(shí)我國(guó)區(qū)域間教育發(fā)展水平存在差距,是不可否認(rèn)的事實(shí)。盡管政府采取了轉(zhuǎn)移支付、重點(diǎn)扶持、優(yōu)先發(fā)展、對(duì)口援助等一系列措施,加強(qiáng)和提高不利地區(qū)的教育發(fā)展,并取得了一些成效。但是,這種努力仍然改變不了區(qū)域間教育發(fā)展存在差距的狀況。即使辦學(xué)條件實(shí)現(xiàn)全國(guó)范圍內(nèi)的統(tǒng)一或者標(biāo)準(zhǔn)化,但在教育發(fā)展的內(nèi)部活動(dòng)與過程之中,難以達(dá)成統(tǒng)一或者標(biāo)準(zhǔn)化,包括學(xué)校管理、教師隊(duì)伍、學(xué)生與家庭群體及其社區(qū)環(huán)境等等。在農(nóng)村教育取
