【摘要】：經(jīng)費(fèi)支持是開展教育科研活動(dòng)的基本保障。經(jīng)過多年的探索,我國(guó)已形成了政府主導(dǎo)、社會(huì)支持的多渠道教育科研資助體系,完善了資助機(jī)構(gòu)的基本業(yè)務(wù)費(fèi)和資助個(gè)人的課題兩套資助制度,融合了各種科研資源。我國(guó)教育科研經(jīng)費(fèi)配置體現(xiàn)出經(jīng)費(fèi)來源多元化和投入經(jīng)費(fèi)不斷增長(zhǎng)等特點(diǎn)。隨著社會(huì)對(duì)教育科研創(chuàng)新能力和服務(wù)水平要求的不斷提高,我國(guó)教育科研經(jīng)費(fèi)仍然存在著經(jīng)費(fèi)總體不足、多方重復(fù)投入、經(jīng)費(fèi)使用結(jié)構(gòu)不合理、經(jīng)費(fèi)管理粗放等問題。為進(jìn)一步優(yōu)化教育科研經(jīng)費(fèi)配置,我國(guó)教育科研經(jīng)費(fèi)改革應(yīng)從以下幾方面進(jìn)行:各科研機(jī)構(gòu)合理分工,實(shí)行管評(píng)適度分離,明確勞務(wù)經(jīng)費(fèi)比例,注重成果質(zhì)量導(dǎo)向,確�？蒲许�(xiàng)目經(jīng)費(fèi)信息公開,建立科研經(jīng)費(fèi)管理誠(chéng)信和獎(jiǎng)懲機(jī)制,健全科研活動(dòng)的制度體系。
[Abstract]:Funding support is the basic guarantee for carrying out educational and scientific research activities. After many years of exploration, our country has formed a multi-channel educational and scientific research funding system led by the government and supported by the society. It has improved the basic operating expenses of the subsidizing organizations and funded individual projects, and has integrated various scientific research resources. The allocation of educational and scientific research funds in China reflects the diversification of funding sources and the increasing of investment funds. With the continuous improvement of the society's demands on the innovative ability and service level of education and scientific research, there are still some problems in our country's educational scientific research funds, such as the general shortage of funds, the repeated investment in many ways, the unreasonable structure of the use of funds, the extensive management of funds, and so on. In order to further optimize the allocation of educational and scientific research funds, the reform of educational and scientific research funds in China should be carried out in the following aspects: rational division of labor resources, proper separation of management and evaluation, determination of the proportion of labor expenditure, and emphasis on the quality orientation of results. To ensure the disclosure of scientific research project expenditure information, to establish scientific research funds management integrity and reward and punishment mechanism, and perfect the system of scientific research activities.
