【摘要】：大學(xué)章程制定的依據(jù)可以概括為法律依據(jù)、國內(nèi)實(shí)踐依據(jù)、國際經(jīng)驗(yàn)依據(jù)和校本依據(jù)四個方面。法律依據(jù)處于大學(xué)章程制定的統(tǒng)領(lǐng)地位。相對而言,校本依據(jù)是大學(xué)章程制定的立足點(diǎn),它關(guān)系著大學(xué)章程制定的實(shí)效。而大學(xué)章程制定的客觀性和前瞻性,則有賴于對國內(nèi)實(shí)踐依據(jù)和國際經(jīng)驗(yàn)依據(jù)的把握。根據(jù)大學(xué)章程制定的依據(jù),大學(xué)章程制定應(yīng)注意章程的結(jié)構(gòu)、內(nèi)容和重點(diǎn)。
[Abstract]:The basis of the constitution can be summarized as legal basis, domestic practice basis, international experience basis and school-based basis. The legal basis is in the leading position of the constitution of the university. Relatively speaking, the school-based basis is the foothold of the constitution-making of the university, which is related to the actual effect of the constitution-making of the university. The objectivity and foresight of university constitution depends on grasping the basis of domestic practice and international experience. According to the basis of the constitution of the university, the constitution of the university should pay attention to the structure, content and key points of the constitution.
