【摘要】：1991年12月25日,前蘇聯(lián)解體，獨(dú)立后的俄羅斯社會(huì)發(fā)生了全面的轉(zhuǎn)型，走上了計(jì)劃經(jīng)濟(jì)轉(zhuǎn)向市場(chǎng)經(jīng)濟(jì)體制的道路。隨著知識(shí)經(jīng)濟(jì)全球化，世界人才競(jìng)爭(zhēng)日趨激烈，俄羅斯的高等教育進(jìn)行了大刀闊斧式的現(xiàn)代變革。2003年，俄羅斯加入博洛尼亞進(jìn)程，融入歐洲教育空間，高等教育面臨全新挑戰(zhàn)，教育現(xiàn)代化的任務(wù)擺在面前。自此高等教育走上新一輪的現(xiàn)代化征程，作為教育現(xiàn)代化系統(tǒng)中的高等教育管理體制，它的現(xiàn)代化變革對(duì)于俄羅斯高等教育的發(fā)展有著重要意義。 本文從現(xiàn)代化視角出發(fā)，研究俄羅斯高等教育管理體制，通過(guò)歷史研究和文獻(xiàn)分析等方法，對(duì)俄羅斯高等教育管理體制現(xiàn)代化的歷史進(jìn)行梳理，重點(diǎn)剖析俄羅斯高等教育管理體制現(xiàn)代化改革實(shí)施的措施以及存在的特點(diǎn)，為我國(guó)高等教育管理體制的現(xiàn)代化提供有益經(jīng)驗(yàn)，避免或減少改革中的失誤。 據(jù)此，論文的主要內(nèi)容由緒論和正文的五個(gè)部分構(gòu)成。緒論主要對(duì)問(wèn)題的緣起，研究方法和研究思路等一些常規(guī)性問(wèn)題進(jìn)行闡述，重點(diǎn)分析國(guó)內(nèi)外相關(guān)問(wèn)題的研究現(xiàn)狀以及對(duì)相關(guān)概念進(jìn)行分析界定。以俄羅斯高等教育管理體制現(xiàn)代化的歷史過(guò)程為研究的出發(fā)點(diǎn)，重點(diǎn)考察俄羅斯國(guó)家行政層面的高等教育管理體制、高校內(nèi)部管理體制以及國(guó)家-社會(huì)聯(lián)合組織的管理，理順高等教育管理中的各種關(guān)系，闡釋其中的各種變化，，尋找特點(diǎn)，總結(jié)規(guī)律。最后分析俄羅斯高等教育管理體制現(xiàn)代化的特點(diǎn)，以借鑒為目的，為我國(guó)高等教育管理體制的改革提供參考性的建議。 研究發(fā)現(xiàn)俄羅斯高等教育管理體制的現(xiàn)代化是一場(chǎng)全社會(huì)的變革，現(xiàn)代化將成為俄羅斯一直努力追求實(shí)現(xiàn)的目標(biāo)。對(duì)于我國(guó)而言高等教育管理體制的現(xiàn)代化變革才剛剛開(kāi)始，我們不能盲從與效仿，要不斷突破與創(chuàng)新，走出具有起我國(guó)特色的教育現(xiàn)代化之路。
[Abstract]:On December 25, 1991, the former Soviet Union disintegrated and the Russian society after independence underwent a comprehensive transformation and embarked on the road of planned economy to market economy system. With the globalization of knowledge economy and the increasingly fierce competition for talents in the world, Russia's higher education has undergone a drastic modern transformation. In 2003, Russia joined the Bologna process and merged into the European educational space. Higher education is facing a new challenge, and the task of educational modernization is in front of it. Since then, higher education has embarked on a new round of modernization journey. As the management system of higher education in the educational modernization system, its modernization reform is of great significance to the development of Russian higher education. From the perspective of modernization, this paper studies the management system of higher education in Russia, combs the history of modernization of the management system of higher education in Russia by means of historical research and literature analysis. This paper mainly analyzes the measures and existing features of the modernization reform of Russian higher education management system, which provides beneficial experience for the modernization of higher education management system in our country, and avoids or reduces the mistakes in the reform. Accordingly, the main content of the thesis consists of five parts: introduction and text. The introduction mainly describes the origin of the problem, research methods and research ideas and other conventional issues, focusing on the analysis of domestic and foreign research on related issues and the definition of related concepts. Taking the historical process of modernization of Russian higher education management system as the starting point, this paper focuses on the higher education management system at the administrative level of Russia, the internal management system of colleges and universities, and the management of joint state-society organizations. Straighten out the relationships in the management of higher education, explain the changes, find out the characteristics and summarize the rules. Finally, this paper analyzes the characteristics of the modernization of Russian higher education management system, aiming at providing reference suggestions for the reform of higher education management system in China. It is found that the modernization of Russian higher education management system is a change of the whole society, and modernization will be the goal that Russia has been striving to achieve. For our country, the modernization reform of higher education management system has just begun, we can't follow and emulate blindly, we should constantly break through and innovate, and walk out the road of educational modernization with Chinese characteristics.
