【摘要】：大學畢業(yè)生是國家建設寶貴的人才資源,隨著我國高校擴招,大學畢業(yè)生數(shù)量大幅度上升,大學生的就業(yè)問題已經(jīng)成為社會關注的焦點。大學生的就業(yè)問題不僅關系到個人價值的實現(xiàn)更是關系到我們整個社會的穩(wěn)定和國家的建設。當前,我國實行“市場導向、政府調(diào)控、學校推薦、畢業(yè)生和用人單位雙向選擇”的高校畢業(yè)生就業(yè)機制。在市場經(jīng)濟條件下,勞動力要素配置應當充分發(fā)揮市場的基礎性作用,通過市場調(diào)節(jié)來達到供求平衡,從而實現(xiàn)勞動力資源的合理優(yōu)化配置,政府不過多干預,但這絕不意味著政府沒有責任,要放任大學生就業(yè)問題完全實現(xiàn)市場化配置。解決大學生就業(yè)問題已經(jīng)是政府不可推卸的責任,研究大學生就業(yè)中的政府責任對于明確政府責任、建設責任政府,創(chuàng)建良好的就業(yè)環(huán)境,更好的促進大學生就業(yè)具有重要意義。 本文從現(xiàn)階段我國大學生就業(yè)中存在的諸多問題入手,指出政府在大學生就業(yè)中責任缺失的表現(xiàn),并在此基礎上深刻剖析缺失的原因。就此從政府的宏觀調(diào)控、服務、監(jiān)督、立法等幾個方面分析解決大學生就業(yè)難問題中政府應承擔的責任并提出相應的對策。
[Abstract]:College graduates are a valuable talent resource in the construction of our country. With the expansion of university enrollment, the number of university graduates has increased by a large margin, and the employment of college students has become the focus of social attention. The employment of college students is not only related to the realization of individual value, but also to the stability of our society and the construction of our country. At present, our country implements the employment mechanism of "market orientation, government regulation and control, school recommendation and two-way selection between graduates and employers". Under the condition of market economy, the allocation of labor factors should give full play to the basic role of the market, achieve the balance of supply and demand through market regulation, so as to realize the rational and optimal allocation of labor resources, and the government should not intervene too much. But this does not mean that the government does not have the responsibility to allow the employment of college students to fully achieve market-oriented allocation. It is the responsibility of the government to solve the employment problem of college students. The research on the responsibility of government in the employment of college students is to clarify the responsibility of the government, to build the responsible government, and to create a good employment environment. It is of great significance to promote the employment of college students. This paper starts with the problems existing in the employment of college students in our country at present, points out the expression of the lack of responsibility of the government in the employment of college students, and on this basis deeply analyzes the reasons for the lack of responsibility. In this paper, the government's responsibility to solve the problem of college students' employment is analyzed from the government's macro-control, service, supervision, legislation and so on, and the corresponding countermeasures are put forward.
