民辦高校院系領導干部素質(zhì)測評研究

【摘要】:民辦高校是我國高等教育大眾化背景下誕生的本科教育的新生力量,并已成為國家實施高等教育的主要基地之一,在實施科教興國和人才強國的戰(zhàn)略中,同樣地肩負著重要使命。《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》中明確提出“民辦教育是教育事業(yè)發(fā)展的重要增長點和促進教育改革的重要力量”“大力支持民辦教育”“加強學校領導班子和領導干部隊伍建設”。在民辦高校中,院系領導干部的地位和作用特殊而重要,他們既是院系領導活動的決策者、組織者和指揮者,在院系領導活動中起主導作用,也是校級領導決策的貫徹者和執(zhí)行者,是學校指令得到全面落實的橋梁。為了促進民辦高校的和諧發(fā)展,建立一支高效、精干適應現(xiàn)代民辦高校生存和發(fā)展的領導干部隊伍是十分必要的。 本文通過分析當前民辦高校發(fā)展現(xiàn)狀及其領導干部隊伍存在的問題,借鑒國內(nèi)外現(xiàn)有的領導干部素質(zhì)測評的理論、研究及相關方法,采用文獻研究、理論概括及經(jīng)驗分析法研究,進而提出一套立足實情的民辦高校院系領導干部素質(zhì)測評的體系或改進建議。 本文的框架結構,除緒論部分外,主要分為三個部分: 第一部分,相關概念與理論的闡釋。這一部分主要包括對民辦高校及其院系領導干部、領導干部素質(zhì)測評的發(fā)展和理論兩個部分。通過對民辦高等教育的歷史進行回顧,民辦高校的范疇和性質(zhì)進行界定,進而闡述我國民辦高校的發(fā)展現(xiàn)狀,并分析民辦高校院系領導干部隊伍存在的問題;通過對領導干部素質(zhì)測評的歷史、發(fā)展及相關理論進行研究和分析,探尋民辦高校院系領導干部素質(zhì)測評的理論基礎。 第二部分,民辦高校院系領導干部素質(zhì)測評指標體系的構建。首先,明確民辦高校院系領導干部素質(zhì)測評指標體系的設計原則;然后,在科學原則指導下建構民辦高校院系領導干部素質(zhì)測評的指標體系,其中包括指標內(nèi)容的選擇和各指標權重的確定。 第三部分,民辦高校院系領導干部素質(zhì)測評的實施。通過系統(tǒng)介紹當前我國領導干部素質(zhì)測評運用的主要方法,對方法的實踐和運用進行探討,進而建構民辦高校院系領導干部素質(zhì)測評的方法體系,和具體的測評實施步驟。 本文的創(chuàng)新之處主要體現(xiàn)在兩個方面:一、本文對我國民辦高校院系領導干部的現(xiàn)狀、存在的問題進行了深入的分析,以往對該群體的關注和研究欠缺,具有一定的創(chuàng)新和現(xiàn)實針對性;二、本文立足我國民辦高校的發(fā)展現(xiàn)狀,對民辦高校領導干部的測評方法進行了建議和歸納,提出民辦院系領導干部素質(zhì)測評方法體系的建構,具有一定理論創(chuàng)新價值和顯示借鑒意義。
[Abstract]:Non-governmental colleges and universities are the new forces of undergraduate education born under the background of popularization of higher education in our country, and have become one of the main bases for the implementation of higher education in our country. Similarly, it is shouldering an important mission. The outline of the National medium and long term Education Reform and Development Plan (2010-2020) clearly points out that "private education is an important growth point for the development of education and an important force for promoting education reform". To strengthen the construction of leading bodies and leading cadres in schools. In private colleges and universities, the leading cadres of colleges and departments play a special and important role. They are the decision makers, organizers and commanders of the leading activities of colleges and departments, and they play a leading role in the leading activities of colleges and departments. It is also the implement and executor of school-level leadership decision-making, and the bridge of implementing school instruction in an all-round way. In order to promote the harmonious development of private colleges and universities, it is very necessary to establish a team of leading cadres who are highly effective and able to adapt to the survival and development of modern private colleges and universities. Based on the analysis of the current situation of the development of private universities and the problems existing in the contingent of leading cadres, this paper draws lessons from the existing theories, studies and relevant methods of the quality evaluation of leading cadres at home and abroad, and adopts literature research. The theoretical summary and empirical analysis are studied, and a set of system or suggestions for improving the quality of leading cadres in private colleges and departments based on the actual situation are put forward. In addition to the introduction, the frame structure of this paper is divided into three parts: the first part, the explanation of related concepts and theories. This part mainly includes two parts: the development and theory of the evaluation of the quality of the leading cadres and leading cadres in private universities and their departments. This paper reviews the history of private higher education, defines the category and nature of private colleges and universities, and then expounds the current situation of the development of private colleges and universities in China, and analyzes the problems existing in the ranks of leading cadres in colleges and departments of private colleges and universities. Through the research and analysis of the history, development and related theories of the quality evaluation of leading cadres, this paper explores the theoretical basis of the evaluation of the quality of leading cadres in colleges and departments of private colleges and universities. The second part, the construction of quality evaluation index system of leading cadres in private colleges and departments. First of all, the design principles of the quality evaluation index system for the leading cadres in private colleges and departments should be clarified, and then, under the guidance of scientific principles, the index system for the quality evaluation of leading cadres in private colleges and departments should be constructed. It includes the selection of index content and the determination of each index weight. The third part, the implementation of quality evaluation of leading cadres in private colleges and departments. This paper systematically introduces the main methods of the quality assessment of the leading cadres in our country at present, probes into the practice and application of the methods, and then constructs the method system of the quality assessment of the leading cadres in the colleges and departments of private colleges and universities, and the concrete steps to carry out the evaluation. The innovations of this paper are mainly reflected in two aspects: first, this paper deeply analyzes the present situation and problems of leading cadres in private colleges and departments of our country, and pays close attention to and lacks of research on this group in the past. Second, based on the current situation of the development of private colleges and universities in China, this paper makes suggestions and induction on the evaluation methods of the leading cadres in private colleges and universities, and puts forward the construction of the quality evaluation method system of the leading cadres in private colleges and departments. It has certain theoretical innovation value and display reference significance.
