【摘要】：獨(dú)立學(xué)院是我國(guó)高等教育改革中出現(xiàn)的一種新的辦學(xué)模式，已發(fā)展成為我國(guó)民辦高等教育體系的重要組成部分。由于獨(dú)立學(xué)院是以非國(guó)家財(cái)政性經(jīng)費(fèi)舉辦的實(shí)施高等教育的學(xué)校，其建設(shè)和日常辦學(xué)所需經(jīng)費(fèi)及其它相關(guān)支出，是由民營(yíng)資本和合作方籌措資金解決，獨(dú)立學(xué)院自己承擔(dān)管理不善的后果。獨(dú)立學(xué)院在經(jīng)過(guò)快速發(fā)展的階段后，一些問(wèn)題逐漸顯現(xiàn)，例如，大規(guī)模的校園建設(shè)導(dǎo)致大量負(fù)債，還貸壓力過(guò)大；生源競(jìng)爭(zhēng)中處于劣勢(shì)，無(wú)法完成招生計(jì)劃等。獨(dú)立學(xué)院在辦學(xué)過(guò)程中沒(méi)有政府投入資金這一保障，并且內(nèi)外部的多種問(wèn)題的存在，使獨(dú)立學(xué)院面臨著比公辦高校更大的財(cái)務(wù)風(fēng)險(xiǎn)。因此，獨(dú)立學(xué)院需要正視面臨的財(cái)務(wù)風(fēng)險(xiǎn)，探討財(cái)務(wù)風(fēng)險(xiǎn)的防范措施，已成為當(dāng)務(wù)之急。獨(dú)立學(xué)院應(yīng)該正確分析財(cái)務(wù)風(fēng)險(xiǎn)的成因，對(duì)財(cái)務(wù)風(fēng)險(xiǎn)進(jìn)行有效的評(píng)價(jià)，并采取恰當(dāng)?shù)姆婪洞胧�，這不僅可以減少財(cái)務(wù)風(fēng)險(xiǎn)帶來(lái)的經(jīng)濟(jì)損失，也可以為獨(dú)立學(xué)院的持續(xù)發(fā)展提供保障。 本文在財(cái)務(wù)風(fēng)險(xiǎn)理論的基礎(chǔ)上，根據(jù)財(cái)務(wù)活動(dòng)的四個(gè)主要環(huán)節(jié)，將獨(dú)立學(xué)院的財(cái)務(wù)風(fēng)險(xiǎn)分為籌資、投資、資金回收和結(jié)余分配四個(gè)方面的風(fēng)險(xiǎn)，，并分析各類風(fēng)險(xiǎn)的成因，針對(duì)各類風(fēng)險(xiǎn)提出控制和防范措施。為了能使獨(dú)立學(xué)院對(duì)自身的財(cái)務(wù)風(fēng)險(xiǎn)進(jìn)行有效的評(píng)價(jià)，及早的發(fā)現(xiàn)風(fēng)險(xiǎn)，本文根據(jù)籌資、投資、資金回收和結(jié)余分配四種財(cái)務(wù)風(fēng)險(xiǎn)，選取了11個(gè)評(píng)價(jià)指標(biāo)構(gòu)成獨(dú)立學(xué)院財(cái)務(wù)風(fēng)險(xiǎn)評(píng)價(jià)的指標(biāo)體系，運(yùn)用基于層次分析法的模糊綜合評(píng)價(jià)法對(duì)獨(dú)立學(xué)院的財(cái)務(wù)風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià)。在文章最后分析了創(chuàng)新與不足之處。本文為獨(dú)立學(xué)院識(shí)別財(cái)務(wù)風(fēng)險(xiǎn)、降低財(cái)務(wù)風(fēng)險(xiǎn)、合理規(guī)避財(cái)務(wù)風(fēng)險(xiǎn)提供意見(jiàn)，促進(jìn)獨(dú)立學(xué)院健康、穩(wěn)定的發(fā)展。
[Abstract]:The independent college is a new mode of running a school in the reform of higher education in our country, and has developed into an important part of the private higher education system in our country. Since the independent college is a college that is run with non-state financial funds to carry out higher education, its construction and daily running expenses, as well as other related expenses, are financed by private capital and partners. Independent colleges bear the consequences of mismanagement. After the rapid development of independent colleges, some problems appear gradually, for example, large-scale campus construction leads to a large number of debts, too much pressure to repay loans, and students are at a disadvantage in competition, unable to complete the enrollment plan, and so on. In the process of running an independent college, there is no guarantee that the government invests funds, and there are many internal and external problems, which make the independent college face more financial risks than the public colleges. Therefore, it is urgent for independent colleges to face up to the financial risks and discuss the preventive measures. Independent colleges should correctly analyze the causes of financial risks, evaluate financial risks effectively, and take appropriate preventive measures, which can not only reduce the economic losses caused by financial risks. It can also provide a guarantee for the sustainable development of independent colleges. On the basis of the theory of financial risk, according to the four main links of financial activities, this paper divides the financial risk of independent college into four aspects: financing, investment, fund recovery and balance distribution, and analyzes the causes of all kinds of risks. Put forward control and preventive measures against all kinds of risks. In order to enable the independent college to evaluate its own financial risk effectively and detect the risk as early as possible, this paper distributes four kinds of financial risks according to financing, investment, fund recovery and balance allocation. This paper selects 11 evaluation indexes to form the index system of financial risk evaluation of independent college, and uses the fuzzy comprehensive evaluation method based on AHP to evaluate the financial risk of independent college. At the end of the article, it analyzes the innovation and deficiency. This paper provides advice for independent college to identify financial risk, reduce financial risk, avoid financial risk reasonably, and promote the healthy and stable development of independent college.
