【摘要】：隨著依法治國(guó)戰(zhàn)略的深入實(shí)施,我國(guó)在宣傳法治理念,改革、完善司法體系,實(shí)現(xiàn)司法公正等方面取得了舉世矚目的成就。同時(shí),在高校教育與管理中也不斷改變以前的強(qiáng)制性思維,大量吸納了民主法治思想,高校教育管理逐步走上了民主化、法治化道路。在依法治國(guó)戰(zhàn)略思想不斷深入社會(huì)各個(gè)方而的大背景下,如何在大學(xué)生思想政治教育工作中切實(shí)貫徹法治思想,通過(guò)法治方法提高大學(xué)生思想政治教育的有效性,逐漸成為了心想政治教育界共州關(guān)注的問(wèn)題。也正因?yàn)榇?才逐漸有了關(guān)于充分發(fā)揮高校校規(guī)的秋極作用,不斷提高大學(xué)生思想政治教育有效性的研究。 高校校規(guī),有規(guī)范和懲戒之意,是對(duì)大學(xué)生在學(xué)習(xí)、生活過(guò)程中行為、思想的引導(dǎo)。高校校規(guī)重在引導(dǎo),次征懲罰。而高校校規(guī)的制定程序、校規(guī)內(nèi)容、實(shí)施程序等,都會(huì)對(duì)大學(xué)生的思想政治素養(yǎng)產(chǎn)生重要影響。一般來(lái)說(shuō),學(xué)生犯錯(cuò)誤,恰恰是教育的最佳時(shí)機(jī)。但是,在運(yùn)用校規(guī)對(duì)學(xué)生進(jìn)行教育懲戒的過(guò)程中,也極易因校規(guī)內(nèi)容不科學(xué)、校規(guī)實(shí)施操作不當(dāng)、教育疏導(dǎo)不充分等各種因素,而對(duì)大學(xué)生的思想政治教育產(chǎn)生負(fù)面影響。 本文通過(guò)對(duì)高校校規(guī)的較為系統(tǒng)的分析,試圖對(duì)大學(xué)生的外部行為進(jìn)行有效規(guī)范,進(jìn)而對(duì)大學(xué)生思想政治素養(yǎng)產(chǎn)生有效的積極影響,最終達(dá)到提高思想政治教育有效性的目的。 第一部分：闡述了本文選題意義、研究思路、研究現(xiàn)狀、研究方法以及創(chuàng)新之處 第二部分：在分析高校校規(guī)的內(nèi)涵、外延和功能,明確高校校規(guī)的法律屬性之上。提出高校校規(guī)與大學(xué)生思想政治教育在對(duì)大學(xué)生實(shí)施教育的目的上是統(tǒng)一的,在大學(xué)生思想政治教育過(guò)程中運(yùn)用校規(guī)是可行的。之后闡述大學(xué)生思想政治教育中運(yùn)用高校校規(guī)的意義。 第三部分：重點(diǎn)分析高校校規(guī)的不足對(duì)大學(xué)生思想政治教育有效性發(fā)揮的影響。 第四部分：在借鑒新加坡、韓國(guó)和美國(guó)三個(gè)國(guó)家的思想政治教育手段基礎(chǔ)上,從制定程序、內(nèi)容、實(shí)施程序方而提出完善高校校規(guī)的措施,以期對(duì)提高大學(xué)生思想政治教育有積極作用。
[Abstract]:With the implementation of the strategy of governing the country according to law, our country has made remarkable achievements in propagating the concept of rule of law, reforming, perfecting the judicial system and realizing judicial justice. At the same time, in the education and management of colleges and universities, the former compulsory thinking has been constantly changed, and a large number of ideas of democracy and rule of law have been absorbed, and the education management of colleges and universities has gradually taken the path of democratization and rule by law. Under the background of the strategic thought of governing the country according to law, how to carry out the thought of rule by law in the ideological and political education of college students, and how to improve the effectiveness of the ideological and political education of college students through the method of rule of law, It has gradually become the concern of the political education circles. Because of this, there is a study on how to give full play to the autumn pole function of college rules and constantly improve the effectiveness of ideological and political education of college students. The regulations of colleges and universities, which have the meaning of discipline and discipline, are the guidance of the behavior and thought of college students in the course of study and life. The rules and regulations of colleges and universities focus on guidance and secondary punishment. The establishment procedure, the content and the implementation procedure of university regulations will have an important influence on the ideological and political literacy of college students. Generally speaking, students make mistakes, is precisely the best time for education. However, in the process of using school rules to punish students, it is easy to have a negative impact on the ideological and political education of college students because of the unscientific contents of school rules, improper implementation of school rules, inadequate educational guidance and other factors. Based on the systematic analysis of university regulations, this paper attempts to regulate the external behavior of college students effectively, and then has an effective positive effect on the ideological and political literacy of college students, and finally achieves the purpose of improving the effectiveness of ideological and political education. The first part describes the significance of this topic, research ideas, research status, research methods and innovations. The second part: on the basis of analyzing the connotation, extension and function of university regulations, and clarifying the legal attributes of university regulations. It is put forward that the purpose of carrying out the education of college students is unified with the ideological and political education of college students, and it is feasible to apply the school rules in the process of ideological and political education of college students. After that, the significance of the application of university regulations in the ideological and political education of college students is expounded. The third part mainly analyzes the influence of the deficiency of college rules on the effectiveness of college students' ideological and political education. The fourth part: on the basis of drawing lessons from the ideological and political education means of Singapore, Korea and the United States, the author puts forward the measures to perfect the university regulations from the formulation of the procedure, the content and the implementation of the procedure. In order to improve the ideological and political education of college students has a positive role.
