結(jié)社自由視角下的我國高校學生社團管理模式轉(zhuǎn)型研究

【摘要】:改革開放尤其是21世紀來,我國高校學生社團“雨后春筍”般蓬勃發(fā)展起來,已經(jīng)成為高校校園生活的重要組成部分,在促進學生全面發(fā)展、高校管理的民主化進程甚至和諧社會建設方面起著越來越大的作用。但是,基于歷史以及現(xiàn)在的各種各樣的原因,高校對學生社團現(xiàn)有的管理模式已經(jīng)嚴重阻礙了學生社團的健康發(fā)展。高校采取何種更為有效的管理模式來引導鼓勵學生社團發(fā)展,成為了在公共管理領域亟待研究的課題。 在綜合學界前輩的研究成果后,本文對學生社團管理模式概念進行了界定,并劃分了“權力主導型”、“規(guī)則主導型”、“信任主導型”三種類型的管理模式。自由結(jié)社是憲法賦予公民的基本權利之一。高校選取何種學生社團管理模式,對學生結(jié)社自由權的實現(xiàn)有著重要的影響。在高校與學生的互動關系中,充分信任學生,尊重學生的結(jié)社自由,放寬對學生社團的管制,實現(xiàn)從“權力主導型”向“規(guī)則主導型”管理模式轉(zhuǎn)型,進而過渡到“信任主導型”管理模式,是實現(xiàn)高校管理與學生結(jié)社自由權動態(tài)平衡的必由之路。 將發(fā)達國家和我國高校學生社團發(fā)展歷史和管理現(xiàn)狀做一縱向比較和橫向比較,可以發(fā)現(xiàn)我國高校學生社團發(fā)展和管理雖然取得了較大的進步,但是與發(fā)達國家先進經(jīng)驗相比還存在較大的問題,我國高校學生社團模式轉(zhuǎn)型有著很大的必要性。仔細分析我國社會環(huán)境、高校環(huán)境已經(jīng)學生群體特點的變化,我國高校學生社團管理模式轉(zhuǎn)型也具備了現(xiàn)實的可能性;诒匾院涂赡苄远家丫邆,在充分借鑒的基礎上,文章從尊重學生結(jié)社自由權、確立高校和學生的互動信任關系、明確高校和學生社團的職能關系、依法完善高校學生社團管理體系、充分合理利用各方資源、強化學生社團自律和加強監(jiān)督和業(yè)務指導等方面為我國高校學生社團管理模式轉(zhuǎn)型提供了切實可行的路徑。
[Abstract]:Since the reform and opening up, especially in the 21st century, the student associations in colleges and universities in our country have flourished and become an important part of the campus life of colleges and universities, which is promoting the all-round development of students. The democratization process of university management and even the construction of harmonious society are playing a more and more important role. However, due to the history and various reasons, the existing management mode of student associations in colleges and universities has seriously hindered the healthy development of student associations. What kind of more effective management mode should be adopted to guide and encourage the development of student associations has become an urgent research topic in the field of public administration. After synthesizing the research achievements of the predecessors in academic circles, this paper defines the concept of student association management mode, and divides into three management modes: "power leading", "rule leading" and "trust leading". Freedom of association is one of the basic rights given to citizens by the Constitution. What kind of student association management mode is chosen in colleges and universities has an important influence on the realization of students' right to freedom of association. In the interactive relationship between college and students, we should fully trust students, respect students' freedom of association, relax the control of student associations, and realize the transformation from "power leading" to "rule leading" management mode. The transition to trust-oriented management mode is the only way to realize the dynamic balance between college administration and students' freedom of association. By making a longitudinal and horizontal comparison between the history of development and management of college student associations in developed countries and our country, we can find that great progress has been made in the development and management of student associations in colleges and universities in China. However, compared with the advanced experience of developed countries, there are still some problems, and it is necessary to transform the mode of university student association in our country. Analyzing the social environment of our country carefully, the university environment has already changed the characteristic of the student group, the transformation of the management mode of the university student association in our country also has the realistic possibility. Based on the necessity and possibility, based on the full reference, the article establishes the relationship of mutual trust between colleges and students, and clarifies the functional relationship between universities and student associations from the view of respecting students' right to freedom of association. Improving the management system of college student associations according to law, making full use of all kinds of resources, strengthening self-discipline of student associations and strengthening supervision and professional guidance provide a feasible way for the transformation of management mode of college students' associations in China.
