【摘要】：高等教育是國家教育體系的重要組成部分,也是國家經(jīng)濟提升、科技進步和社會發(fā)展的動力。高等教育發(fā)展的前提是高等教育資源,教育資源的均衡配置是高等教育健康發(fā)展的必要條件。在我國,高等教育的資源配置存在明顯的非均衡性,這主要表現(xiàn)在高等教育資源的供給與地區(qū)經(jīng)濟發(fā)展的需求不相適應、與人們對高等教育的需求不相適應、與高等學校的自身發(fā)展不相適應。因此,聯(lián)系高等教育發(fā)展的實際,研究高等教育資源的均衡配置及其政府作用,具有現(xiàn)實意義。 論文首先界定了高等教育資源配置的內(nèi)涵,闡明了政府介入高等教育資源配置的理論依據(jù)。高等教育具有公共產(chǎn)品的屬性,單純通過市場機制是很難實現(xiàn)高等教育資源公平與均衡配置的,因此政府應當介入高等教育資源的配置。政府合理配置高等教育資源可以促進高等教育的健康發(fā)展,有利于實現(xiàn)教育公平。 論文分析了我國高等教育資源非均衡配置的現(xiàn)狀,并指出政府干預失當是高等教育資源非均衡配置的主要原因。政府對高等教育資源控制過于集中,也影響了社會力量作用的發(fā)揮。在此基礎(chǔ)上,論文提出政府應當給予高校更多的自主權(quán),并對教育資源進行合理分配,通過調(diào)整招生計劃、加強師資力量、多元化籌措教育經(jīng)費、并借助社會力量等舉措,實現(xiàn)高等教育資源的均衡配置。
[Abstract]:Higher education is an important part of the national education system, and also the driving force of national economic improvement, scientific and technological progress and social development. The premise of the development of higher education is the resources of higher education, and the balanced allocation of educational resources is the necessary condition for the healthy development of higher education. In our country, the resource allocation of higher education has obvious disequilibrium, which is mainly manifested in that the supply of higher education resources does not adapt to the demand of regional economic development, and the demand of higher education does not adapt to people's demand for higher education. It is not suitable for the development of colleges and universities. Therefore, it is of practical significance to study the balanced allocation of higher education resources and the role of the government in the light of the reality of the development of higher education. Firstly, the paper defines the connotation of higher education resource allocation and expounds the theoretical basis of government intervention in higher education resource allocation. Higher education has the attribute of public goods, it is difficult to realize the fair and balanced allocation of higher education resources through market mechanism alone, so the government should intervene in the allocation of higher education resources. The rational allocation of higher education resources by the government can promote the healthy development of higher education and help to realize educational fairness. This paper analyzes the current situation of the unbalanced allocation of higher education resources in China and points out that the main reason for the unbalanced allocation of higher education resources is the improper government intervention. The government's control of higher education resources is too centralized, which also affects the exertion of social force. On this basis, the paper proposes that the government should give colleges and universities more autonomy, and reasonable allocation of educational resources, through the adjustment of enrollment plans, strengthen the strength of teachers, diversify the financing of education, and with the help of social forces and other measures. To realize the balanced allocation of higher education resources.
