【摘要】：改革開放三十多年里，中國高等教育發(fā)展迅速，，如何對高校進(jìn)行有效的安全管理，也成為擺在政府、社會(huì)和教育工作者面前的焦點(diǎn)問題。 歷年來，為促進(jìn)學(xué)生健康成長、加強(qiáng)高校的安全管理，政府、高校主管部門、業(yè)務(wù)指導(dǎo)部門及高校自身對于高校如何進(jìn)行安全防范和管理形成了一系列的法律法規(guī)、制度和應(yīng)對措施，在高校安全問題的預(yù)防、控制、處置等各方面取得了長足的進(jìn)步，但在政策制定和執(zhí)行過程中，仍存在著諸多不盡人意的地方，而且由于安全問題本身所具有的難預(yù)測性、隨機(jī)性、突發(fā)性等特征，以及國內(nèi)外公共安全形勢的嚴(yán)峻，加大了安全管理的難度，因而需要一套完整的安全管理政策體系來解決這些問題。 本文試圖根據(jù)我國高校安全管理的現(xiàn)狀，借鑒美國高校的先進(jìn)經(jīng)驗(yàn)，利用經(jīng)濟(jì)學(xué)、社會(huì)學(xué)和管理學(xué)等學(xué)科知識(shí)，通過文獻(xiàn)研究法、案例分析法、理論分析法、比較分析法等研究方法，分析高校安全管理的政策缺失和需求，最終歸納出高校安全管理政策的原則、價(jià)值取向和整體設(shè)計(jì)。 通過高校安全管理現(xiàn)狀的描述和總結(jié)，提出了高校安全管理政策的基本缺失，分析了高校安全管理政策的現(xiàn)實(shí)需求。 利用混沌理論、新制度經(jīng)濟(jì)學(xué)理論、博弈論、正義論等理論，分析高校安全管理政策的理論需求，提出政策應(yīng)該遵循整體性、完備性、修改及時(shí)、充分考慮政策博弈主體各方利益、繼承和開放性、正義性等基本原則。 利用比較分析法，借鑒美國高校安全管理政策經(jīng)驗(yàn)，提出我國高校安全管理政策設(shè)計(jì)的基本框架應(yīng)該包括：制定校園安全法及相關(guān)配套法律體系，引入校園警察機(jī)制，完善日常安全管理體制，在危機(jī)管理方面建立預(yù)警體系，注重實(shí)踐演練，對違法犯罪和重大安全事故施行零容忍制。
[Abstract]:During more than 30 years of reform and opening up, China's higher education has developed rapidly. How to carry out effective safety management in colleges and universities has also become the focus of the government, society and educators. Over the years, in order to promote the healthy growth of students and strengthen the safety management of colleges and universities, the government, university departments in charge, business guidance departments and universities themselves have formed a series of laws and regulations on how to carry out safety prevention and management in colleges and universities. The system and countermeasures have made great progress in the prevention, control and disposal of safety problems in colleges and universities, but in the process of policy formulation and implementation, there are still many unsatisfactory places. Moreover, due to the difficult predictability, randomness and spontaneity of the security problems themselves, as well as the severe public safety situation at home and abroad, the difficulty of safety management has been increased. Therefore, a complete set of safety management policy system is needed to solve these problems. According to the present situation of safety management in colleges and universities in China, this paper tries to use the advanced experience of American colleges and universities, using the knowledge of economics, sociology and management, through literature research, case analysis, theoretical analysis, etc. Through comparative analysis and other research methods, this paper analyzes the policy deficiency and demand of safety management in colleges and universities, and finally concludes the principles, value orientation and overall design of the safety management policy in colleges and universities. Based on the description and summary of the present situation of university safety management, this paper puts forward the basic deficiency of the university safety management policy, and analyzes the realistic demand of the university safety management policy. Based on chaos theory, new institutional economics theory, game theory, justice theory and so on, this paper analyzes the theoretical demand of the safety management policy in colleges and universities, and points out that the policy should follow the integrity, completeness and timely revision. Take full account of the interests of all parties involved in policy game, inheritance and openness, justice and other basic principles. By using the comparative analysis method and drawing lessons from the experience of the safety management policy in American universities, the paper puts forward that the basic framework of the safety management policy design in our country should include: making the campus safety law and related supporting legal system, introducing the campus police mechanism, We will improve the daily safety management system, establish an early warning system in crisis management, pay attention to practical exercises, and implement a zero tolerance system for illegal crimes and major safety accidents.
