【摘要】：對中央級科研院所基本科研業(yè)務(wù)費專項的設(shè)立背景、管理模式及執(zhí)行成效進行了闡述及分析,指出專項在執(zhí)行過程存在的問題并提出針對性的改進措施。
[Abstract]:This paper expounds and analyzes the setting up background, management mode and execution effect of the special project of the basic scientific research business expense of the central scientific research institute, points out the problems existing in the execution process of the special research institute, and puts forward the corresponding improvement measures.
