中美高等教育大眾化比較研究

【摘要】:高等教育大眾化是高等教育發(fā)展不可逆轉(zhuǎn)的趨勢(shì)。為了適應(yīng)社會(huì)政治、經(jīng)濟(jì)、文化等發(fā)面的發(fā)展,1995年我國(guó)政府在所制訂的“九五”計(jì)劃和2010規(guī)劃指出,高等教育適齡青年毛入學(xué)率的指標(biāo)在2000年達(dá)到8%、2010年達(dá)到11%。在1999又將該指標(biāo)提高到2000年達(dá)到11%,2010年達(dá)到15%。到2008年,我國(guó)高等教育毛入學(xué)率已達(dá)23.3%。從量的角度衡量,我國(guó)高等教育不如大眾化階段已是事實(shí)。我國(guó)高等教育大眾化發(fā)展后出現(xiàn)了例如:高等教育質(zhì)量滑坡,大學(xué)生就業(yè)形勢(shì)嚴(yán)峻,教育經(jīng)費(fèi)困難等一系列大眾化后帶來(lái)的問(wèn)題。美國(guó)高等教育作為世界上第一個(gè)完成大眾化發(fā)展歷程的高等教育系統(tǒng),美國(guó)高等教育大眾化走過(guò)的歷程,出現(xiàn)的困難以及成功的經(jīng)驗(yàn),對(duì)我國(guó)高等教育健康發(fā)展大有裨益。有鑒于此,本文通過(guò)搜集相關(guān)的文獻(xiàn)資料進(jìn)行梳理、分析,力求從高等教育大眾化的11個(gè)層面挖掘美國(guó)高等教育大眾化成功經(jīng)驗(yàn),從而促進(jìn)我國(guó)高等教育大眾化的健康發(fā)展。 文章圍繞四個(gè)部分進(jìn)行闡述。 第一部分是緒論,界定了高等教育大眾化的概念。闡明了本文所用研究方法,并就高等教育大眾化的中外資料進(jìn)行了整理和簡(jiǎn)要分析。 第二部分從高等教育大眾化的11個(gè)方面描述了中國(guó)兩個(gè)高等教育大眾化的情況。 第三部分在第二部分理論研究的基礎(chǔ)上,分析中美兩國(guó)高等教育大眾化的特點(diǎn),并對(duì)此進(jìn)行比較分析。 第四部分是對(duì)針對(duì)上文的分析,對(duì)我國(guó)高等教育大眾化發(fā)展過(guò)程提出若干意見(jiàn)和建議。
[Abstract]:The popularization of higher education is an irreversible trend in the development of higher education. In order to adapt to the development of social politics, economy and culture, the Chinese government pointed out in the "Ninth Five-Year Plan" and the 2010 Plan of 1995 that the target of gross enrolment rate of young people of appropriate age in higher education reached 8% in 2000 and 11% in 2010. In 1999, the index was raised to 11 in 2000 and 15 in 2010. By 2008, the gross enrolment rate of higher education in China has reached 23.3%. From the point of view of quantity, it is a fact that higher education in our country is inferior to the popular stage. After the development of popularization of higher education in China, for example, the quality of higher education has declined, the employment situation of college students is grim, and the education funds are difficult and so on. As the first higher education system in the world to complete the popularization of higher education, the course, difficulties and successful experience of the popularization of American higher education are of great benefit to the healthy development of higher education in China. In view of this, this article collects the related literature data to comb, analyzes, tries to excavate the American higher education popularization successful experience from the higher education popularization 11 aspects, thus promotes our country higher education popularization healthy development. The article focuses on four parts. The first part is the introduction, which defines the concept of popularization of higher education. This paper expounds the research methods used in this paper, and makes a brief analysis of the Chinese and foreign materials on the popularization of higher education. The second part describes the popularization of higher education in China from 11 aspects. The third part analyzes the characteristics of the popularization of higher education between China and the United States on the basis of the second part of the theoretical study. The fourth part is to the above analysis, to our country higher education popularization development process puts forward some opinions and suggestions.
