【摘要】：隨著改革開(kāi)放的不斷深入,我國(guó)高等教育取得舉世矚目的成就,同時(shí)也伴隨著許多問(wèn)題的出現(xiàn)和弊端的顯露。如高校行政管理泛行政化、官僚化現(xiàn)象嚴(yán)重,學(xué)術(shù)權(quán)力讓位于行政權(quán)力等現(xiàn)象愈演愈烈,嚴(yán)重影響了我國(guó)構(gòu)建現(xiàn)代大學(xué)制度的進(jìn)程。構(gòu)建現(xiàn)代大學(xué)制度是人們對(duì)理想的大學(xué)發(fā)展模式的設(shè)計(jì),是伴隨我國(guó)高等教育改革與發(fā)展的實(shí)踐而提出的一個(gè)重大課題,也是在當(dāng)今知識(shí)經(jīng)濟(jì)背景下,世界許多國(guó)家在推進(jìn)高等教育發(fā)展過(guò)程中關(guān)注的一個(gè)熱點(diǎn)問(wèn)題。 中國(guó)當(dāng)前的改革已在制度建設(shè)的層面上全面展開(kāi),這種改革發(fā)展的形勢(shì)決定著大學(xué)教育改革的走向。在我國(guó)建設(shè)和諧社會(huì)的時(shí)代背景下,現(xiàn)代大學(xué)制度的構(gòu)建必須正確認(rèn)識(shí)并妥善處理大學(xué)與政府、大學(xué)與社會(huì)、大學(xué)與大學(xué)之間的關(guān)系。這就要求我們既要改革大學(xué)外部行政部門的管理體制,完善現(xiàn)代大學(xué)辦學(xué)體制；同時(shí)也要改革大學(xué)內(nèi)部行政化的管理體制,完善大學(xué)內(nèi)部治理結(jié)構(gòu)；此外還要積極引導(dǎo)政府行政領(lǐng)域以外的社會(huì)成分的廣泛參與。 論文主要運(yùn)用文獻(xiàn)法和比較分析法,通過(guò)對(duì)我國(guó)高校行政化傾向分析,以及對(duì)我國(guó)現(xiàn)代大學(xué)制度的現(xiàn)狀闡釋,并借鑒西方國(guó)家現(xiàn)代大學(xué)制度的成功經(jīng)驗(yàn),選取高校內(nèi)部和外部去行政化的視角,進(jìn)而提出構(gòu)建現(xiàn)代大學(xué)制度的理論思考。
[Abstract]:With the deepening of reform and opening up, China's higher education has made remarkable achievements, but also with the emergence of many problems and the exposure of shortcomings. For example, the phenomenon of administrative pan-administration, bureaucratism and academic power giving way to administrative power is becoming more and more serious, which seriously affects the process of constructing modern university system in our country. The construction of modern university system is the design of the ideal university development model, a major subject with the practice of higher education reform and development in our country, and also under the background of knowledge economy. Many countries in the world in the process of promoting the development of higher education concerned about a hot issue. China's current reform has been carried out in an all-round way on the level of system construction, and the situation of reform and development determines the trend of university education reform. Under the background of constructing harmonious society in our country, the construction of modern university system must correctly understand and deal with the relationship between university and government, between university and society, between university and university. This requires us to reform the management system of the university's external administrative department and perfect the modern university's school-running system, at the same time, we should also reform the university's internal administrative management system and perfect the university's internal governance structure. In addition, we should actively guide the broad participation of social elements outside the field of government administration. This paper mainly uses the literature method and the comparative analysis method, through the analysis of the administrative tendency of our country's universities, as well as the present situation of our country's modern university system, and draws lessons from the western countries' successful experience of the modern university system. From the perspective of internal and external deadministration of colleges and universities, this paper puts forward the theoretical thinking of constructing modern university system.
