基礎(chǔ)研究投入對浙江高校學(xué)科帶頭人繢效的影響研究

【摘要】:隨著科學(xué)技術(shù)和經(jīng)濟(jì)的迅猛發(fā)展,我國提出實(shí)施科教興國和人才強(qiáng)國戰(zhàn)略,這就要求高校加快學(xué)科建設(shè)和科學(xué)研究隊(duì)伍建設(shè)的步伐。學(xué)科帶頭人是高校學(xué)科建設(shè)的領(lǐng)導(dǎo)者與組織者,是基礎(chǔ)研究的領(lǐng)軍人物,學(xué)科帶頭人績效的提升一方面有助于基礎(chǔ)研究能力的提升,另一方面有助于高校學(xué)科的建設(shè),對學(xué)科帶頭人的培養(yǎng)已成為當(dāng)前普遍關(guān)注的問題。 從20世紀(jì)90年代開始,我國提出一系列人才培養(yǎng)計(jì)劃,逐步加大對高校學(xué)科帶頭人的選拔和培養(yǎng)的力度。在國家的大力倡導(dǎo)下,各地方政府也加大了對學(xué)科帶頭人的培養(yǎng)力度。國家自然科學(xué)基金與地方自然科學(xué)基金承擔(dān)著促進(jìn)基礎(chǔ)研究發(fā)展的重任,是學(xué)科帶頭人開展科研活動的最主要資助來源。然而,在對學(xué)科帶頭人進(jìn)行資助后,其績效是否得到了很好的提升?國家自然科學(xué)基金與地方自然科學(xué)基金的資助對學(xué)科帶頭人績效的影響程度如何?這些有待探討的問題是本文研究的主要內(nèi)容。 本文以2005年頒布的浙江省省屬10所高校的理工科55位重點(diǎn)學(xué)科帶頭人2001-2010年的數(shù)據(jù)為研究樣本。通過建立泊松回歸模型,分析基礎(chǔ)研究投入對學(xué)科帶頭人績效的影響。并充分考慮了基礎(chǔ)研究成果產(chǎn)出的滯后效應(yīng),分別建立零滯后期、滯后一年、滯后兩年、滯后三年模型,研究基礎(chǔ)研究投入對不同時期學(xué)科帶頭人績效的影響。 通過實(shí)證分析本文得出以下幾個結(jié)論:1)浙江省自然科學(xué)基金資助對學(xué)科帶頭人國內(nèi)論文產(chǎn)出量存在顯著正影響,且存在兩期的滯后效應(yīng);2)浙江省自然科學(xué)基金資助對學(xué)科帶頭人SCI論文數(shù)、發(fā)明專利申請量的影響不顯著;3)國家自然科學(xué)基金資助對學(xué)科帶頭人國內(nèi)論文產(chǎn)出量存在顯著正影響,且存在一期的滯后效應(yīng);4)國家自然科學(xué)基金資助對學(xué)科帶頭人SCI論文產(chǎn)出量存在顯著正影響,且存在兩期的滯后效應(yīng);5)國家自然科學(xué)基金資助對學(xué)科帶頭人發(fā)明專利申請量存在顯著正影響,且存在一期的滯后效應(yīng);6)隨著年齡的增長,,學(xué)科帶頭人績效呈現(xiàn)先升后降的規(guī)律;7)學(xué)科類別影響學(xué)科帶頭人的績效;8)學(xué)科帶頭人科研成果產(chǎn)出具有連續(xù)性。 最后,根據(jù)實(shí)證分析結(jié)果,并結(jié)合浙江省的實(shí)際情況,從政府、基金委、高校三個層面提出了七點(diǎn)政策建議,以期加強(qiáng)學(xué)科帶頭人的培養(yǎng)。
[Abstract]:With the rapid development of science and technology and economy, our country puts forward the strategy of rejuvenating the country through science and education and strengthening the country by talents, which requires colleges and universities to speed up the construction of discipline and scientific research team. The subject leader is the leader and organizer of the discipline construction in colleges and universities, and the leader of the basic research. On the one hand, the improvement of the performance of the subject leader is helpful to the improvement of the basic research ability, on the other hand, it is helpful to the construction of the university discipline. The cultivation of subject leaders has become a common concern at present. Since the 1990s, China has put forward a series of talent training plans to gradually increase the selection and training of academic leaders in colleges and universities. In the country's strong advocacy, local governments have also stepped up the training of discipline leaders. The National Natural Science Foundation and the Local Natural Science Foundation assume the important task of promoting the development of basic research and are the main sources of funding for the scientific research activities carried out by the academic leaders. However, after funding the academic leaders, has their performance been improved very well? What is the impact of the support of the National Natural Science Foundation and the Local Natural Science Foundation on the performance of the academic leaders? These problems to be explored are the main contents of this paper. Based on the data of 55 leaders of science and engineering from 10 universities in Zhejiang Province in 2005, this paper takes the data of 2001-2010 as the research sample. By establishing Poisson regression model, this paper analyzes the effect of basic research investment on the performance of discipline leaders. This paper also fully considers the lag effect of the output of basic research results, and establishes the models of zero lag, one year lag, two years lag, and three years lag, respectively, and studies the effect of basic research investment on the performance of discipline leaders in different periods. Through the empirical analysis, we draw the following conclusions: 1) Zhejiang Natural Science Foundation has a significant positive impact on the domestic paper output of the academic leaders, and there are two periods of lag effect. 2) Zhejiang Province Natural Science Foundation has no significant effect on the number of SCI papers and the number of patent applications for inventions. 3) the grant of the National Natural Science Foundation has a significant positive effect on the domestic paper output of the academic leaders. And there is a lag effect in one stage. 4) there is a significant positive effect on the output of SCI papers by the National Natural Science Foundation of China, and there are two periods of lag effects. 5) National Natural Science Foundation of China has a significant positive effect on the number of patent applications for the subject leader's invention, and there is a lag effect of one stage. 6) with the increase of age, the performance of the subject leader presents the law of first rising and then descending; 7) subject category affects the performance of subject leader. Finally, according to the results of empirical analysis and combined with the actual situation in Zhejiang Province, this paper puts forward seven policy suggestions from three levels of government, fund committee and university in order to strengthen the cultivation of discipline leaders.
