G大學(xué)學(xué)生食物中毒事件分析

【摘要】:高校學(xué)生食堂是學(xué)生集體用餐的場所,也是容易引發(fā)學(xué)校安全事故的重要地點。一直以來,高校學(xué)生食堂食物中毒事件時有發(fā)生,究其原因是多方面的,既有流行病學(xué)等醫(yī)學(xué)原因與時空特征,又有深刻的社會原因和深層次的制度因素。 本文通過對全國公共衛(wèi)生安全事件的對比分析,總結(jié)其中的規(guī)律與特征,從而建立案例選取的標準;以此為原則選取G大學(xué)學(xué)生食物中毒事件作為案例進行分析。本文主要分為五個部分進行論述。第一部分是引言部分,主要包括研究價值、事件綜述、研究方法和研究思路;第二部分選取G大學(xué)學(xué)生食物中毒事件進行個案考察,通過對該事件的發(fā)生、處置措施和產(chǎn)生的社會影響進行闡述;第三部分為本次事件的背景,通過對背景事件的分析,建立對此類事件現(xiàn)狀的整體認識;第四、五部分通過對該事件發(fā)生情況的調(diào)查研究、分析處置機制等情況進行分析研究,探討事件背后深藏的根源與制度缺失等問題,并提出對高校突發(fā)公共衛(wèi)生安全事件處置機制建構(gòu)與完善的對策建議。 本文認為,雖然我們初步建立了較為完善的公共衛(wèi)生事件處理的法律基礎(chǔ),但是卻存在兩點缺漏,現(xiàn)有的多部門參與制度,在高校食物中毒處置過程中發(fā)揮了巨大作用,為穩(wěn)定高校的教學(xué)與科研秩序提供了保障,為推進高校的制度改革發(fā)揮了應(yīng)有的作用;各高校在處置食物中毒事件方面,并不缺少具體制度建設(shè),也不缺少機構(gòu)設(shè)置以及應(yīng)急預(yù)案和實施人員,這是此類事件能夠得到基本控制的原因。 高校食品衛(wèi)生安全事故處置機制的缺陷在于權(quán)責(zé)不明確,管理機構(gòu)之間缺乏制度和信息的有效溝通;沒能建立同校外政府和社會相關(guān)部門的有效協(xié)作與信息溝通。這既有學(xué)校的獨立性較強的歷史原因,也有政府相關(guān)機構(gòu)管理地缺失。因此,建立新的有效地多部門權(quán)責(zé)明確、行動協(xié)調(diào)、處置及時和執(zhí)行有效地制度與管理模式十分必要。
[Abstract]:The college student canteen is a place where students eat together, and it is also an important place to cause school safety accidents. There are many reasons for food poisoning in college students' canteens, such as epidemiology and other medical reasons and space-time characteristics, as well as profound social reasons and deep-seated institutional factors. Based on the comparative analysis of public health and safety events in China, this paper summarizes the rules and characteristics of these events, and establishes the criteria for case selection, and selects the food poisoning incidents of G university students as a case study. This article is divided into five parts to discuss. The first part is the introduction part, mainly includes the research value, the event summary, the research method and the research thought; the second part selects the G university student food poisoning event to carry on the case investigation, through to this incident occurrence, The third part is the background of this event, through the analysis of the background events, to establish the overall understanding of the status of such events; fourth, In the fifth part, through the investigation and study of the occurrence of the incident and the analysis and study of the disposal mechanism and so on, the problems such as the root of the deep hiding behind the incident and the absence of the system are discussed. It also puts forward the countermeasures and suggestions to construct and perfect the mechanism of dealing with emergency public health and safety incidents in colleges and universities. This paper holds that although we have initially established a relatively perfect legal basis for the handling of public health incidents, there are two gaps. The existing multi-sector participation system has played a great role in the process of handling food poisoning in colleges and universities. It provides a guarantee for stabilizing the order of teaching and scientific research in colleges and universities, and plays a due role in promoting the reform of institutions of higher learning. Nor is there a lack of institutional settings and emergency plans and implementers, which is why such incidents can be basically controlled. The defects of the mechanism of handling food hygiene accidents in colleges and universities lie in the lack of clear powers and responsibilities, the lack of effective communication between management institutions and information, and the failure to establish effective cooperation and information communication with the government and relevant social departments outside the university. This is because of the independence of the school, but also the lack of management of the relevant government agencies. Therefore, it is necessary to establish a new effective and effective system and management model.
