【摘要】：近年來，隨著中國(guó)高校的擴(kuò)招政策實(shí)施以來，畢業(yè)生數(shù)量逐年增多，逐漸出現(xiàn)了大學(xué)生就業(yè)難問題，就業(yè)人數(shù)的不斷增加且結(jié)構(gòu)性矛盾也日益明顯。為合理疏導(dǎo)大學(xué)生就業(yè)問題，鼓勵(lì)基層就業(yè)成為了新時(shí)期的一個(gè)新的就業(yè)方向和就業(yè)政策。一方面能緩解當(dāng)前的高校畢業(yè)生就業(yè)壓力，另一方面還能為基層提供人才保障。此外，基層服務(wù)的大學(xué)生自身也會(huì)得到鍛煉和提升。 齊齊哈爾市作為黑龍江省的第二大城市，是黑龍江省西部的政治、經(jīng)濟(jì)、文化中心，每年也會(huì)輸出大量的高校畢業(yè)生，鼓勵(lì)大學(xué)生的基層就業(yè)也是齊齊哈爾市一項(xiàng)重要工作。本文在相關(guān)理論的指導(dǎo)下，首先對(duì)齊齊哈爾大學(xué)生基層就業(yè)的現(xiàn)狀進(jìn)行概況介紹，發(fā)現(xiàn)當(dāng)前齊齊哈爾基層大學(xué)生就業(yè)存在的各種問題；然后從微觀、中觀、宏觀三個(gè)層面，結(jié)合大學(xué)生、齊齊哈爾基層、齊齊哈爾各大高校和齊齊哈爾政府四個(gè)因素，進(jìn)行了深入的原因分析；最后，結(jié)合齊齊哈爾地區(qū)的實(shí)際，從各個(gè)層面提出適合的策略思考，為更好的解決齊齊哈爾基層大學(xué)生就業(yè)問題提供參考。 通過研究表明：大學(xué)生基層就業(yè)與基層的可持續(xù)發(fā)展有著重要關(guān)系，大學(xué)生、基層、高校、政府四個(gè)方面在基層就業(yè)問題中是關(guān)鍵的因素。大學(xué)生是基層就業(yè)的主體、基層是客體；促進(jìn)大學(xué)生基層就業(yè)上，，高校具有積極的推動(dòng)作用，政府具有關(guān)鍵的影響。
[Abstract]:In recent years, with the implementation of the policy of enrollment expansion in Chinese colleges and universities, the number of graduates has increased year by year, and the problem of employment of college students has gradually appeared, and the number of employment has been increasing and the structural contradictions have become increasingly obvious. In order to solve the problem of college students' employment reasonably, encouraging grass-roots employment has become a new employment direction and employment policy in the new era. On the one hand, it can relieve the employment pressure of college graduates, on the other hand, it can provide talent security for the grass roots. In addition, the grass-roots service of college students themselves will also get training and promotion. As the second largest city in Heilongjiang Province, Qiqihar is the political, economic and cultural center in the west of Heilongjiang Province. It also exports a large number of college graduates every year. Encouraging the grass-roots employment of college students is also an important work in Qiqihar. Under the guidance of relevant theories, this paper firstly introduces the present situation of basic level employment of college students in Qiqihar, and finds out the various problems existing in the employment of college students at the grass-roots level in Qiqihar, and then from the micro, meso and macro levels. Combined with college students, Qiqihar grassroots, Qiqihar colleges and universities and the government of Qiqihar, four factors have been deeply analyzed. Finally, combined with the reality of Qiqihar, appropriate strategies are put forward from various levels. In order to better solve Qiqihar grassroots college students employment problems to provide reference. The research shows that there is an important relationship between college students' grass-roots employment and the sustainable development of the grass-roots level, and the four aspects of college students, grass roots, colleges and universities and government are the key factors in the grass-roots employment. College students are the main body and object of grass-roots employment, and colleges and universities play a positive role in promoting the grass-roots employment of college students, and the government has the key influence.
