少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系構(gòu)建研究

【摘要】:少數(shù)民族高層次骨干人才計(jì)劃,是貫徹落實(shí)科教興國(guó)戰(zhàn)略、西部大開(kāi)發(fā)戰(zhàn)略的重大舉措,旨在培養(yǎng)少數(shù)民族高層次人才隊(duì)伍,促進(jìn)西部地區(qū)經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展。計(jì)劃從2006年開(kāi)始實(shí)施,培養(yǎng)任務(wù)主要由中央部委所屬高等學(xué)校和中國(guó)科學(xué)院、中國(guó)社會(huì)科學(xué)院、中國(guó)農(nóng)業(yè)科學(xué)院承擔(dān)和組織實(shí)施,重點(diǎn)面向西部省市區(qū)考生,按照“定向招生、統(tǒng)一培養(yǎng)、定向就業(yè)”的要求,采取“統(tǒng)一考試、適當(dāng)降分”等特殊政策措施招收新生。對(duì)降分錄取的少數(shù)民族碩士生考生在培訓(xùn)基地進(jìn)行一年的強(qiáng)化基礎(chǔ)培訓(xùn)。所錄取的學(xué)生和普通全日制統(tǒng)招研究生存在一定的分差,英語(yǔ)及相關(guān)專業(yè)課程基礎(chǔ)薄弱,水平差異較大。面對(duì)這些背景復(fù)雜的生源,且在沒(méi)有可尋教學(xué)管理模式以供借鑒的現(xiàn)實(shí)情況下,少數(shù)民族高層次骨干人才碩士研究生強(qiáng)化基礎(chǔ)培訓(xùn)(以下簡(jiǎn)稱“少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)”)教學(xué)質(zhì)量保障體系是一個(gè)亟待解決的現(xiàn)實(shí)課題。 本研究的目的旨在構(gòu)建科學(xué)、合理、可操作性強(qiáng)的少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系,以推動(dòng)基礎(chǔ)培訓(xùn)基地教學(xué)質(zhì)量管理的規(guī)范性和科學(xué)性,切實(shí)保障培訓(xùn)教學(xué)質(zhì)量;诖四康,本研究從教學(xué)質(zhì)量保障體系相關(guān)概念界定以及全面質(zhì)量管理和系統(tǒng)論等理論思想為切入點(diǎn),探討分析影響基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量各種因素和存在問(wèn)題,明確基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系的內(nèi)容,嘗試構(gòu)建基礎(chǔ)培訓(xùn)質(zhì)量保障體系。 論文內(nèi)容分為四大部分: 第一部分,主要對(duì)本研究問(wèn)題的提出、研究目的和意義、研究必要性與可能性分析、文獻(xiàn)綜述、研究思路和方法等進(jìn)行了系統(tǒng)闡述。 第二部分,主要對(duì)教學(xué)質(zhì)量保障體系相關(guān)概念:質(zhì)量、教育質(zhì)量、教學(xué)質(zhì)量和教學(xué)質(zhì)量保障體系等相關(guān)概念進(jìn)行界定,認(rèn)為少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系由內(nèi)部教學(xué)質(zhì)量保障體系和外部教學(xué)質(zhì)量保障體系兩方面構(gòu)成。并介紹構(gòu)建基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系的理論基礎(chǔ):全面質(zhì)量管理理論和系統(tǒng)論。在此基礎(chǔ)上,提出構(gòu)建少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系的原則。 第三部分,探討分析影響少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量的影響因素及存在的主要問(wèn)題,明確基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系的內(nèi)容。認(rèn)為影響基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量的因素主要包括:辦學(xué)定位,政策、經(jīng)費(fèi)來(lái)源及教學(xué)設(shè)施,師資隊(duì)伍,生源質(zhì)量和教學(xué)環(huán)境等教學(xué)輸入要素;課程設(shè)置,教學(xué)手段方法和教學(xué)管理等教學(xué)過(guò)程因素以及學(xué)生結(jié)業(yè)率等教學(xué)結(jié)果因素。這些方面同時(shí)為本研究教學(xué)質(zhì)量保障體系的保障內(nèi)容。 第四部分為少數(shù)民族骨干人才基礎(chǔ)培訓(xùn)教學(xué)質(zhì)量保障體系的構(gòu)建。本研究認(rèn)為基礎(chǔ)培訓(xùn)內(nèi)部教學(xué)質(zhì)量保障體系由教學(xué)質(zhì)量目標(biāo)系統(tǒng)、教學(xué)質(zhì)量保障組織系統(tǒng)、教學(xué)質(zhì)量要素系統(tǒng)、教學(xué)質(zhì)量評(píng)價(jià)系統(tǒng)、教學(xué)質(zhì)量信息反饋系統(tǒng)五個(gè)子系統(tǒng)構(gòu)成。應(yīng)從明確基礎(chǔ)培訓(xùn)教學(xué)目標(biāo)(即教學(xué)質(zhì)量目標(biāo)的保障),進(jìn)行教學(xué)組織和管理運(yùn)行的質(zhì)量保障、教學(xué)質(zhì)量評(píng)價(jià)的保障和教學(xué)質(zhì)量信息收集與反饋的保障等方面構(gòu)建基礎(chǔ)培訓(xùn)內(nèi)部教學(xué)質(zhì)量保障體系;從政府制度保障、教學(xué)評(píng)估以及質(zhì)量信息反饋等環(huán)節(jié),構(gòu)建基礎(chǔ)培訓(xùn)外部教學(xué)質(zhì)量保障體系。
[Abstract]:The high - level talents plan of minority nationalities is a major measure to carry out the strategy of science and education and the strategy of western development . It aims to train high - level talents of ethnic minorities and promote economic construction and social development in the western region .
The purpose of this research is to construct a scientific , reasonable and workable training teaching quality guarantee system for the key talents of ethnic minorities , so as to promote the standardization and the scientific nature of the teaching quality management of the basic training base , and to guarantee the teaching quality of the training effectively . Based on this purpose , this study is based on the concept definition of the teaching quality guarantee system and the comprehensive quality management and systematic theory .
The contents of the thesis are divided into four parts :
In the first part , this paper mainly discusses the problems of this study , the purpose and significance of research , the necessity and possibility analysis , the literature review , the thought and method of research .
The second part mainly defines the concept of teaching quality guarantee system , such as quality , quality of education , teaching quality and teaching quality guarantee system .
The third part discusses the factors and main problems affecting the teaching quality of the basic training of the minority backbone talents , and makes clear the contents of the basic training teaching quality guarantee system . The factors that influence the teaching quality of the basic training mainly include : the orientation , the policy , the source of funds and the teaching facilities , the teaching staff , the quality of the students and the teaching environment , etc .
The teaching process factors , such as the course setting , teaching means and teaching management , as well as the teaching result factors such as the student ' s conclusion ratio , are the guarantee contents of the teaching quality guarantee system of the present study .
The fourth part is divided into the construction of the basic training teaching quality guarantee system for the key talents of minority nationalities . The research thinks that the system of teaching quality in the basic training consists of five sub - systems of the teaching quality target system , the teaching quality assurance organization system , the teaching quality factor system , the teaching quality evaluation system and the teaching quality information feedback system .
From the aspects of government system guarantee , teaching evaluation and quality information feedback , the basic training external teaching quality guarantee system is constructed .
