【摘要】：隨著我國社會經(jīng)濟(jì)不斷發(fā)展,大學(xué)生已經(jīng)成為我國社會中非常重要的人力資源。但同時,受我國高等院校不斷普及以及近些年全球性的金融危機(jī)的影響,市場不斷呈現(xiàn)出大學(xué)生供過于求的狀況,一部分大學(xué)生面臨著畢業(yè)即失業(yè)的嚴(yán)峻形勢。為此,我國政府從實際出發(fā)因地制宜的制定了一系列與大學(xué)生就業(yè)相關(guān)的政策,用以解決大學(xué)生就業(yè)困難這一問題。隨著相關(guān)政策的執(zhí)行,大學(xué)生就業(yè)難的問題得到了一定的緩解,同時,也出現(xiàn)了一些新的問題。而這需要引入政策評估及時的發(fā)現(xiàn)這些問題。政策評估在政策運行中能夠起到十分重要的作用,通過政策評估可以有效的檢驗政策價值、效果、效益、效率,通過政策評估可以了解到,哪些促進(jìn)大學(xué)生就業(yè)政策取得了實在的效果,而哪些沒有起到應(yīng)有的作用。如果一項政策收效明顯,運行順利,那么該項政策就可以繼續(xù)執(zhí)行下去；反之,如果一項政策效果并沒有達(dá)到預(yù)期的標(biāo)準(zhǔn),就說明要對政策進(jìn)行調(diào)整,甚至是對政策進(jìn)行終結(jié),這些都說明了政策評估在政策的整個過程中都是非常重要的。本文從評估促進(jìn)大學(xué)生就業(yè)政策的角度出發(fā),采用問卷調(diào)查的方式對當(dāng)前的問題進(jìn)行分析和評價,并提出如何改進(jìn)政策,以使政策發(fā)揮更好的政策效果。 論文主要分為七個部分：第一章為導(dǎo)論部分,通過國內(nèi)外政策對比分析促進(jìn)大學(xué)生就業(yè)政策的研究現(xiàn)狀；第二章為大學(xué)生就業(yè)政策相關(guān)理論,主要為文章的理論依據(jù)和概念介紹；第三章為促進(jìn)大學(xué)生就業(yè)主要政策及內(nèi)容,主要是介紹現(xiàn)有的促進(jìn)大學(xué)生就業(yè)政策；第四章為促進(jìn)大學(xué)生就業(yè)政策的效果分析,主要通過對問卷調(diào)查進(jìn)行分析；第五章為促進(jìn)大學(xué)生就業(yè)政策存在的問題,通過問卷調(diào)查的分析結(jié)合實際情況總結(jié)出我國現(xiàn)階段存在的問題；第六章是典型國家促進(jìn)大學(xué)生就業(yè)政策及啟示,通過對美英、日本和德國的促進(jìn)就業(yè)政策進(jìn)行分析,從而得出對我國的啟示；最后的第七章為促進(jìn)大學(xué)生就業(yè)政策提出改進(jìn)的建議。通過以上對促進(jìn)大學(xué)生就業(yè)政策效果的評價分析,對于促進(jìn)大學(xué)生就業(yè)政策的制定與執(zhí)行有著重要的意義。
[Abstract]:With the development of social economy, college students have become very important human resources in our society. But at the same time, under the influence of the popularization of colleges and universities and the global financial crisis in recent years, the market constantly presents the situation that the supply of college students exceeds the demand, and some college students are facing the severe situation of unemployment after graduation. Therefore, our government has formulated a series of policies related to the employment of college students in order to solve the problem of employment difficulties of college students. With the implementation of relevant policies, the problem of employment difficulties of college students has been alleviated, at the same time, some new problems have emerged. This requires the introduction of policy assessments to identify these problems in a timely manner. Policy evaluation can play a very important role in policy operation. Through policy assessment, policy value, effect, benefit and efficiency can be effectively tested. Which promotes the university student employment policy to obtain the concrete effect, but which does not have the function. If a policy has a clear effect and runs smoothly, then the policy can continue to be implemented; on the other hand, if the effect of a policy does not meet the expected criteria, it means that the policy should be adjusted or even ended. All these show that policy evaluation is very important in the whole process of policy evaluation. From the angle of evaluating and promoting the employment policy of college students, this paper analyzes and evaluates the current problems by means of questionnaire, and puts forward how to improve the policy so as to bring the policy into full play. The thesis is divided into seven parts: the first chapter is the introduction, through the comparative analysis of the domestic and foreign policies to promote the employment policy of college students, the second chapter is the theory of employment policy of college students. The third chapter is about the main policies and contents of promoting the employment of college students, mainly introduces the existing policies to promote the employment of college students; the fourth chapter is the analysis of the effects of the policies to promote the employment of college students. The fifth chapter is the problem of promoting the employment policy of college students, through the analysis of the questionnaire survey combined with the actual situation to summarize the existing problems in China at the present stage; The sixth chapter is the typical countries to promote the employment of college students policy and inspiration, through the United States and Britain, Japan and Germany to promote employment policy analysis, so as to draw inspiration to our country; Finally, the seventh chapter puts forward some suggestions for improving the employment policy of college students. Through the above evaluation and analysis of the effect of promoting college students' employment policy, it is of great significance to promote the formulation and implementation of college students' employment policy.
