論我國(guó)高校治理機(jī)制的改革

【摘要】:對(duì)比西方國(guó)家,事實(shí)上我國(guó)高等教育發(fā)展的現(xiàn)狀和發(fā)展的速度以及潛力遠(yuǎn)遠(yuǎn)落后,發(fā)展速度也不快,很明顯的是我國(guó)高等教育已經(jīng)發(fā)展到一個(gè)瓶頸時(shí)期,整個(gè)教育體系和教育制度無法適應(yīng)教育現(xiàn)狀。高等教育體系中的權(quán)力結(jié)構(gòu)和高等教育的實(shí)際權(quán)力來源出現(xiàn)嚴(yán)重矛盾,導(dǎo)致高等教育中的利益分配不均,利益主體無法實(shí)現(xiàn)有效制衡,高校的發(fā)展無法跟上時(shí)代發(fā)展的需求。 本文以公共治理理論為基礎(chǔ)理論,結(jié)合權(quán)力理論、經(jīng)濟(jì)理論,吸取企業(yè)管理理論以及其他相關(guān)理論的適用部分,對(duì)高校治理機(jī)制的改革提出一個(gè)新的思考邏輯和視角,對(duì)高校治理機(jī)制的改革進(jìn)行重新審視,希望對(duì)高等教育改革盡可能做出新的貢獻(xiàn)。 高校治理機(jī)制改革要解決的核心問題是高校權(quán)力來源主體所實(shí)際賦予高校的權(quán)力如何在高校治理實(shí)踐中分配以保障廣大利益相關(guān)者利益,實(shí)現(xiàn)公平的利益分配和建立有效的利益制衡機(jī)制,以促進(jìn)高?焖偃娼】蛋l(fā)展。 本文認(rèn)為高校治理機(jī)制的改革之所以出問題,原因在于高校的實(shí)際權(quán)力來源和目前高校的權(quán)力結(jié)構(gòu)之間出現(xiàn)了嚴(yán)重的不協(xié)調(diào),使得利益主體之間的利益分配不均,高等教育環(huán)境不公平不健康,高等教育改革缺乏根本的法律保障,無法打破既有的利益格局和觸動(dòng)相關(guān)利益集團(tuán)的利益,無法形成新的利益分配機(jī)制和制衡機(jī)制,從而使得高校治理機(jī)制改革步履維艱。 高校治理機(jī)制改革要從高等教育以及高校治理方面的法案建立和完善開始,讓一切高等教育和高校治理機(jī)制改革有法可依,在改革過程中減小某些利益集團(tuán)的阻礙。高校治理機(jī)制改革的重要基礎(chǔ)保障是高校要取得真正的法人資格,取得真正的法人資格后,,高校的一切改革均可內(nèi)部化獨(dú)立化,可以在很大程度上擺脫外界的干擾。建立高校多元聯(lián)合治理機(jī)制,這個(gè)利益制衡機(jī)制可以讓利益群體在相對(duì)公平和自主的平臺(tái)上進(jìn)行利益制衡以實(shí)現(xiàn)進(jìn)一步的公平,并促進(jìn)高等教育快速高質(zhì)量發(fā)展。在高校多元聯(lián)合治理機(jī)制下,高?梢宰灾鞯膶(duì)內(nèi)部進(jìn)行改革,可以自主的對(duì)高校進(jìn)行管理和運(yùn)作,保障了學(xué)術(shù)的自由和自主,保障了高;竟δ艿挠行Оl(fā)揮。
[Abstract]:Compared with western countries, in fact, the current situation, the speed and potential of the development of higher education in China are far behind, and the speed of development is not fast. It is obvious that China's higher education has reached a bottleneck period. The whole education system and education system can not adapt to the current situation of education. There is a serious contradiction between the power structure in higher education system and the actual power source of higher education, which leads to the uneven distribution of interests in higher education, the inability of the main body of interest to achieve effective checks and balances, and the inability of the development of colleges and universities to keep up with the needs of the times. Based on the theory of public governance, combined with power theory, economic theory, enterprise management theory and other relevant theories, this paper puts forward a new thinking logic and perspective for the reform of university governance mechanism. This paper reexamines the reform of university governance mechanism and hopes to make a new contribution to the reform of higher education as much as possible. The core problem to be solved in the reform of university governance mechanism is how to distribute the power given to the university by the main body of university power in order to protect the interests of the vast number of stakeholders. In order to promote the rapid and healthy development of colleges and universities, the fair distribution of interests and the establishment of an effective mechanism of interest checks and balances are realized. The reason for the problems in the reform of university governance mechanism lies in the serious disharmony between the actual power sources and the current power structure of colleges and universities, which leads to the uneven distribution of interests among the main bodies of interest. The environment of higher education is not fair and healthy, the reform of higher education lacks the fundamental legal guarantee, it cannot break the existing interest pattern and touch the interests of the related interest groups, and it cannot form a new mechanism of interest distribution and checks and balances. As a result, the reform of the governance mechanism of colleges and universities is difficult. The reform of university governance mechanism should begin with the establishment and perfection of higher education and the law of university governance, so that all higher education and the reform of university governance mechanism can be governed by law, and the obstacles of some interest groups should be reduced in the process of reform. The important basic guarantee of the reform of the university governance mechanism is that the university should obtain the real legal person qualification, after obtaining the real legal person qualification, all the reforms of the university can be internalized and independent, and can get rid of the outside interference to a great extent. To establish the mechanism of multiple joint governance in colleges and universities, this mechanism of interest balance can make the interest groups carry on the balance of interests on the relatively fair and independent platform in order to realize further fairness, and promote the rapid and high quality development of higher education. Under the mechanism of multiple joint governance, colleges and universities can carry on the reform independently to the internal, can independently carry on the management and the operation to the university, has guaranteed the academic freedom and the autonomy, has guaranteed the university basic function the effective display.
