【摘要】:隨著高等教育全球化進(jìn)程的加快,建設(shè)世界高水平大學(xué)成為現(xiàn)階段我國(guó)高等教育發(fā)展的核心任務(wù)之一。經(jīng)過(guò)幾十年的重點(diǎn)扶持和建設(shè),國(guó)內(nèi)若干所將辦學(xué)目標(biāo)確立為世界高水平大學(xué)或世界一流大學(xué)的重點(diǎn)高校,總體發(fā)展?fàn)顩r與既定目標(biāo)仍然存在較大差距,難以“讓人民群眾滿意”。然而,英國(guó)沃里克大學(xué)(University ofWarwick)、約克大學(xué)(University of York)、美國(guó)加州大學(xué)圣迭戈分校(Universityof California,San Diego)、加拿大滑鐵盧大學(xué)(University of Waterloo)、法國(guó)巴黎南大學(xué)(Universite Paris-Sud)、荷蘭鹿特丹伊拉斯姆斯大學(xué)(Erasmus UniversiteitRotterdam)和澳大利亞國(guó)立大學(xué)(Australian National University)等一批二戰(zhàn)后成立的“年輕學(xué)!,在短短五六十年的發(fā)展歷程中,卻取得了比較突出的學(xué)術(shù)成就和較高的國(guó)際聲譽(yù),成為“年輕世界名!,走出了一條卓越發(fā)展之路。這對(duì)我國(guó)一大批力圖建設(shè)高水平大學(xué)的“年輕高!本哂兄匾摹巴捅容^”借鑒意義和參考價(jià)值。 在對(duì)“年輕世界名!边@一概念進(jìn)行界定的基礎(chǔ)上,通過(guò)觀察近十年來(lái)各“年輕高!痹谌笫澜缗判邪裰械木C合排名狀況,,并考慮其區(qū)域代表性,本文篩選出了英國(guó)沃里克大學(xué)、約克大學(xué)、美國(guó)加州大學(xué)圣迭戈分校和加拿大滑鐵盧大學(xué)4所具有典型代表意義的“年輕世界名!,運(yùn)用案例分析方法,分別對(duì)其辦學(xué)概況和卓越發(fā)展成效作了簡(jiǎn)要介紹,重點(diǎn)分析了他們之所以能夠取得卓越發(fā)展的基本經(jīng)驗(yàn)。進(jìn)而對(duì)這些經(jīng)驗(yàn)進(jìn)行共性歸納和總結(jié),探索提出了“年輕世界名!钡靡宰吭桨l(fā)展的五條基本規(guī)律,即:以追求卓越為立校之本,因校制宜謀發(fā)展;以高素質(zhì)人才為支撐,大力吸引質(zhì)優(yōu)人才;以創(chuàng)業(yè)發(fā)展為取向,推進(jìn)產(chǎn)學(xué)研協(xié)同創(chuàng)新發(fā)展;以國(guó)際化發(fā)展為指引,積極構(gòu)建戰(zhàn)略合作伙伴關(guān)系;以服務(wù)社區(qū)為己任,全面融入和支持區(qū)域發(fā)展。 “古為今用,洋為中用”。針對(duì)國(guó)內(nèi)高水平大學(xué)建設(shè)實(shí)際和現(xiàn)實(shí)需求,本文進(jìn)一步剖析了那些將辦學(xué)目標(biāo)確立為世界高水平大學(xué)或世界一流大學(xué)的“國(guó)內(nèi)年輕名!苯陙(lái)的發(fā)展?fàn)顩r,將其與歐美“年輕世界名校”進(jìn)行比較,得出兩者間存在較大差距的基本結(jié)論。為此,論文提出在建設(shè)世界高水平大學(xué)或世界一流大學(xué)的進(jìn)程中,我國(guó)高校要充分吸收借鑒歐美“年輕世界名!弊吭桨l(fā)展經(jīng)驗(yàn)。細(xì)化卓越辦學(xué)目標(biāo),確立全球卓越發(fā)展評(píng)價(jià)指標(biāo);匯聚高素質(zhì)人才,構(gòu)建高水平人才隊(duì)伍建設(shè)體系;堅(jiān)持科教融合,全面實(shí)施創(chuàng)新驅(qū)動(dòng)戰(zhàn)略;深化國(guó)際化發(fā)展戰(zhàn)略,主動(dòng)參與全球?qū)W術(shù)競(jìng)爭(zhēng)與合作;增強(qiáng)社會(huì)服務(wù)能力,大力提高社區(qū)參與度和融合度等,從而加速我國(guó)世界高水平大學(xué)或世界一流大學(xué)的建設(shè)進(jìn)程。
[Abstract]:With the acceleration of the globalization of higher education, the construction of high-level universities in the world has become one of the core tasks of the development of higher education in China. After decades of key support and construction, a number of domestic universities have established their school objectives as high level universities in the world or key universities in the world first class universities, and there is still a big gap between the overall development situation and the established goals. It is difficult to "satisfy the people". However, University of Warwicki, University of York, University of California San Diego, University of Waterloo, University of Waterlooch, University of Paris South, University of Erasmus University of Erasmus, Erasmus University of Erasmus, United States of America and Australia The Australian National University and other "young schools" set up after World War II, In the short period of 50 to 60 years, it has made outstanding academic achievements and high international reputation, and has become a "famous school in the young world", and has made a remarkable development road. It has important reference significance and reference value to a large number of "young universities" which try to build high level universities in our country. On the basis of the definition of the concept of "Young World famous School", through observing the comprehensive ranking of each "young university" in the three world rankings in the past ten years, and considering its regional representation, In this paper, four representative "Young World Universities", including the University of Warwick, the University of York, the University of California, San Diego, and the University of Waterloo in Canada, are selected. In this paper, the general situation of running a school and its remarkable development effect are briefly introduced, and their basic experience of excellent development is analyzed. Then generalizing and summing up these experiences, this paper explores and puts forward five basic laws for the remarkable development of "famous schools in the young world", that is, to pursue excellence as the foundation of setting up schools, to seek development because of the school system, and to support high-quality talents. We should make great efforts to attract high-quality talents; take entrepreneurship development as the orientation to promote the innovation and development of industry, college and research; take international development as the guide, actively establish strategic partnership; and take serving the community as its own responsibility to fully integrate and support regional development. The past is for the present, and the foreign is for the Chinese. In view of the actual and realistic needs of the construction of high-level universities in China, this paper further analyzes the development situation of the "domestic Young and famous Universities" which establish the goal of running a school as a high level university in the world or a world-class university in recent years. By comparing it with the famous young schools in Europe and America, the author draws a conclusion that there is a big gap between the two. Therefore, the paper puts forward that in the process of building a world high level university or a world class university, our universities should fully absorb and learn from the outstanding development experience of the "young world famous universities" in Europe and the United States. Refine the goal of running school excellence, establish the evaluation index of global outstanding development, gather high-quality talents, construct the construction system of high-level talents, adhere to the integration of science and education, comprehensively implement the innovation-driven strategy, deepen the internationalization development strategy, To actively participate in the global academic competition and cooperation, to strengthen the ability of social service, to enhance community participation and integration, and to accelerate the construction process of our country's high-level universities or world-class universities.
