遼寧省民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度改進(jìn)研究

【摘要】:改革開放以來,我國民辦高等教育在國家政策推動和各方面共同努力下,獲得了較好較快的發(fā)展,取得了顯著成績,也已成為國家高等教育體系的重要組成部分。但是在充分肯定民辦高校作用的同時,也要實事求是地看到我國民辦高等學(xué)校在發(fā)展中出現(xiàn)的辦學(xué)思想不端正、辦學(xué)行為不規(guī)范、內(nèi)部管理體制不健全等一些不容忽視的問題。正是這樣的現(xiàn)實背景要求我國政府要加強對民辦高校的管理,引導(dǎo)其辦學(xué)思想,規(guī)范其辦學(xué)行為,推進(jìn)民辦高校的可持續(xù)發(fā)展,維護(hù)社會和諧與穩(wěn)定。政府向民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度的建立順應(yīng)了這一現(xiàn)實要求,這是我國民辦高等教育管理工作中的一項新舉措。 本研究從遼寧省實施向民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度的實際出發(fā),通過走訪調(diào)查,發(fā)現(xiàn)遼寧省在實施向民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度時凸顯出的問題主要表現(xiàn)在以下幾方面:認(rèn)識不夠,存在抵觸心理;任職期限短,作用難以發(fā)揮;法律支撐有待加強,督導(dǎo)機制有待完善;政府督導(dǎo)評估功能的弱化等。運用角色沖突理論和權(quán)力制衡理論對發(fā)現(xiàn)的問題進(jìn)行深入分析,同時針對這些問題提出了完善遼寧省民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度的建議:轉(zhuǎn)變觀念,提高認(rèn)識;合理放寬任期年齡段,加強培訓(xùn);健全民辦高校的教育立法和督導(dǎo)機制;完善政府督導(dǎo)評估制度。由于各省份的實際情況不盡相同,其它省份可以根據(jù)自己的實際情況進(jìn)行相關(guān)的研究。 本文在研究上具有以下特點:運用社會學(xué)中的角色沖突理論和權(quán)力制衡理論研究向民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度的現(xiàn)實問題,研究視角具有一定新穎性;對遼寧省民辦高校選派黨組織負(fù)責(zé)人兼督導(dǎo)專員制度進(jìn)行深入的分析,內(nèi)容具有一定的針對性;理論研究與實證調(diào)查結(jié)合,問題分析與對策探討結(jié)合,方法上具有一定的創(chuàng)新性。
[Abstract]:Since the reform and opening up, private higher education in China has achieved better and faster development under the promotion of national policies and joint efforts of various aspects, and has made remarkable achievements, and has become an important part of the national higher education system. However, while fully affirming the role of private colleges and universities, we should seek truth from facts to see some problems that can not be ignored, such as the improper thinking of running schools in the development of private colleges and universities, the non-standard behavior of running schools, the imperfect internal management system, and so on. It is in this realistic background that our government should strengthen the management of private colleges and universities, guide their ideas of running schools, standardize their running behavior, promote the sustainable development of private colleges and universities, and maintain social harmony and stability. The establishment of the system of party organization chief and supervisor appointed by the government to private colleges conforms to this realistic requirement, which is a new measure in the management of private higher education in our country. This study proceeds from the implementation of the system of selecting party leaders and supervising commissioners from private colleges and universities in Liaoning Province, and through visiting and investigating. It is found that the main problems in Liaoning Province in the implementation of the system of selecting party leaders and supervising commissioners from private colleges and universities are as follows: lack of understanding, lack of resistance, short term of office and difficult to play a role; The legal support needs to be strengthened, the supervision mechanism needs to be improved, and the function of government supervision and evaluation is weakened. The role conflict theory and the theory of power balance are used to analyze the problems found in depth. At the same time, the author puts forward some suggestions to perfect the system of selecting party organization and supervising commissioner in private colleges and universities in Liaoning province: change the concept and raise the understanding; Reasonable relaxation of tenure age, strengthening training, perfecting educational legislation and supervision mechanism of private colleges and universities, perfecting the system of government supervision and evaluation. Because the actual situation of each province is different, other provinces can carry on the relevant research according to their own actual situation. This paper has the following characteristics: using the theory of role conflict in sociology and the theory of balance of power to study the practical problems of the system of selecting the person in charge of the party organization and supervising the commissioner in the private colleges and universities, the research angle of view has certain novelty; This paper makes an in-depth analysis of the system of selecting party organizations and supervising commissioners in private colleges and universities in Liaoning Province, the contents of which have some pertinence; the combination of theoretical research and empirical investigation, the combination of problem analysis and countermeasures, The method has certain innovation.
