【摘要】：目前，我國的高等教育已初步形成以政府辦學(xué)為主，社會廣泛參與的多元化辦學(xué)格局，涌現(xiàn)出一大批教學(xué)質(zhì)量較高、辦學(xué)條件較好的民辦高等學(xué)校，這些高等學(xué)校日益成為我國高等教育事業(yè)的重要組成部分，為我國高等教育大眾化的進(jìn)程做出了重要貢獻(xiàn)。然而，在我國民辦高等學(xué)校蓬勃發(fā)展地同時(shí)也出現(xiàn)了諸多不容忽視的問題，如師資不足、生源缺乏、投融資機(jī)制不健全等，辦學(xué)的資金依然制約著我國民辦高等學(xué)校的發(fā)展，政府公共財(cái)政投入除學(xué)生的獎助學(xué)金補(bǔ)貼外，其他則微乎其微。 縱觀國外私立高等學(xué)校投融資體系，除了學(xué)費(fèi)，捐贈、社會服務(wù)收入之外，政府公共財(cái)政對民辦高等學(xué)校的投入占據(jù)了一定比例，社會有關(guān)方面對民辦高等學(xué)校的支持力度也較大，已經(jīng)形成較完善的多元化的投融資體系，充分地發(fā)揮了民辦高等學(xué)校的社會職能。 本文認(rèn)為，民辦高等教育與公辦高等教育一樣，都是我國高等教育的重要組成部分，，出于教育成本分擔(dān)和教育公平的視角，我國政府公共財(cái)政分擔(dān)民辦高等教育成本更顯得合理與公平。 本研究全面、深入、系統(tǒng)地總結(jié)回顧了我國自上個世紀(jì)八十年代以來，民辦高等學(xué)校投融資的歷史沿革、投融資現(xiàn)狀，并以山東省8所民辦高等學(xué)校為實(shí)證研究對象，深刻剖析了民辦高等學(xué)校經(jīng)費(fèi)的來源和構(gòu)成比例。然后，深度探析了國外私立高等學(xué)校投融資的途徑與政策措施，特別在政府公共財(cái)政投資和學(xué)校融資方面與國內(nèi)民辦高等學(xué)校進(jìn)行了相應(yīng)的比較分析。在此基礎(chǔ)上，提出了適合我國國情的民辦高等學(xué)校投融資體制和機(jī)制改革的對策建議。本研究力求從新的視角、新的理念、新的體系來分析研究問題。所提出的對策和有關(guān)建議，相信會給政府部門、教育行政管理機(jī)關(guān)以及民辦高等學(xué)校的決策者，提供有益的啟示和幫助。 根據(jù)以上研究思路，具體研究內(nèi)容如下： 第一部分主要介紹本文選題的目的和意義、研究現(xiàn)狀、研究方法和研究思路等，并對相關(guān)概念進(jìn)行界定； 第二部分介紹了我國民辦高等學(xué)校投融資的歷史沿革，投融資政策及經(jīng)費(fèi)來源和比例構(gòu)成； 第三部分選取了8所民辦高等學(xué)校，全面，系統(tǒng)的對山東省民辦高等學(xué)校的投融資現(xiàn)狀進(jìn)行了分析； 第四部分介紹了國外私立高等學(xué)校投融資的途徑及政策分析； 第五部分介紹了促進(jìn)我國民辦高等學(xué)校發(fā)展的投融資對策；
[Abstract]:At present, the higher education in our country has initially formed a diversified pattern of running schools, which is mainly run by the government and widely participated in by the society. A large number of private colleges and universities with higher teaching quality and better conditions for running schools have emerged. These institutions of higher learning have increasingly become an important part of higher education in China, and have made important contributions to the process of popularization of higher education in China. However, at the same time, there are many problems that can not be ignored, such as the shortage of teachers, the lack of students, the imperfect mechanism of investment and financing, and so on. The funds for running schools still restrict the development of private colleges and universities in our country. The government's public finances aside from student grants and grants are minimal. Looking at the foreign private institutions of higher education and financing, in addition to tuition fees, donations, social service income, The government's public finance has taken up a certain proportion of the investment in private colleges and universities, and the social departments concerned have also given greater support to private colleges and universities, and have formed a more complete and diversified investment and financing system. This paper holds that private higher education, like public higher education, is an important part of higher education in China, from the perspective of educational cost sharing and education fairness. It is more reasonable and fair for our government to share the cost of private higher education with public finance. This study comprehensively, deeply and systematically summarizes and reviews the history of investment and financing in private colleges and universities since the eighties of last century. The present situation of investment and financing, and taking 8 private colleges and universities in Shandong Province as the empirical research object, has deeply analyzed the source and proportion of the funds of private colleges and universities. Then, the author makes a deep analysis of the ways and policies of foreign private institutions of higher learning, especially in the aspects of government public finance investment and school financing, as well as the corresponding comparative analysis with private institutions of higher learning in China. On this basis, the author puts forward the countermeasures and suggestions on the reform of the investment and financing system and mechanism of private colleges and universities suitable for the national conditions of our country. This study tries to analyze the problems from a new perspective, a new concept and a new system. It is believed that the proposed countermeasures and relevant suggestions will provide useful inspiration and help to the decision makers of government departments, educational administrative organs and private institutions of higher learning. The specific contents of the study are as follows: the first part mainly introduces the purpose and significance of this paper, research status, research methods and research ideas, etc. The second part introduces the history of investment and financing, the investment and financing policy, the source and proportion of funds. The third part selects 8 private colleges and universities. This paper systematically analyzes the present situation of investment and financing of private colleges and universities in Shandong Province. The fourth part introduces the ways and policies of foreign private institutions of higher learning, and the fifth part introduces the promotion of private institutions of higher learning in China.
