【摘要】：目前我國高校財權(quán)預(yù)算管理在預(yù)算管理的決策制度、財政協(xié)調(diào)配置等方面存在不少缺陷,已嚴(yán)重影響了高校的發(fā)展。加強高校財政預(yù)算管理,應(yīng)從整合高校會計與財務(wù)制度,充分發(fā)揮教授會和教職工代表大會的作用,建立財權(quán)一致的配置分類體系,優(yōu)化學(xué)術(shù)服務(wù)與行政服務(wù)之間的費用比重等方面來實現(xiàn)。
[Abstract]:At present, there are many defects in the budget management of colleges and universities, such as the decision system of budget management, the coordinated allocation of finance and so on, which have seriously affected the development of colleges and universities. In order to strengthen the financial budget management in colleges and universities, we should integrate the accounting and financial systems of colleges and universities, give full play to the role of the professorship associations and the Congress of the faculty and staff, and establish a consistent allocation and classification system of financial power. Optimize the proportion of cost between academic services and administrative services to achieve.
