【摘要】:21世紀(jì)是經(jīng)濟(jì)全球化、信息網(wǎng)絡(luò)化的時(shí)代,世界范圍內(nèi)的經(jīng)濟(jì)、科技競爭空前激烈,對高等教育提出了嚴(yán)峻的挑戰(zhàn),誰在21世紀(jì)的高等教育中居于領(lǐng)先地位,誰就能在國際競爭中占據(jù)主導(dǎo)地位。 改革開放以來,我國政府一直把教育置于優(yōu)先發(fā)展的地位,在經(jīng)濟(jì)快速增長的同時(shí),高等教育在規(guī)模和形態(tài)布局方面實(shí)現(xiàn)了跨越式、超常規(guī)發(fā)展,并已進(jìn)入“大眾化”時(shí)期。建設(shè)世界一流大學(xué)、高水平研究型大學(xué),造就高層次、拔尖型創(chuàng)新人才成為我們迫切想實(shí)現(xiàn)的使命。然而,長期以來,由于我國特有的文化背景、歷史及制度因素,政府對高校管理存在著明顯的“行政化”傾向,嚴(yán)重干擾和損害著學(xué)術(shù)的活力和創(chuàng)造力,并帶來挫傷教師積極性、學(xué)術(shù)腐敗、激化矛盾、高等教質(zhì)量下降等一系列弊端。本文旨在改變高等教育領(lǐng)域的“行政化”傾向,突破現(xiàn)行高等教育管理體制的重重困境,充分尊重教育和學(xué)術(shù)發(fā)展規(guī)律,為我國高!叭バ姓备母锢宸较。 本文主要由四部分構(gòu)成:第一部分主要通過對“行政化”的表征和成因進(jìn)行總結(jié),明晰了行政化傾向的弊端;第二部分厘清了改革的實(shí)質(zhì),并提出相應(yīng)的理論依據(jù);第三部分詳細(xì)剖析改革所面臨的困境,通過對美、英兩國高等教育體制的分析,闡述了一些突破困境的思路;最后,在上述基礎(chǔ)上提出了“去行政化”改革的可行的路徑選擇。
[Abstract]:The 21st century is an era of economic globalization and information networking. The competition of economy, science and technology in the world is unprecedented and fierce, which poses a severe challenge to higher education. Who occupies the leading position in higher education in the 21st century? Whoever can take the lead in international competition. Since the reform and opening up, the government of our country has always attached priority to the development of education. Along with the rapid economic growth, higher education has achieved a leapfrog and extraordinary development in the aspect of scale and shape distribution, and has entered the period of "popularization". It is our urgent mission to build a world-class university, a high-level research university and a high-level and top-ranking innovative talents. However, for a long time, due to the unique cultural background, historical and institutional factors of our country, the government has an obvious tendency to "administrate" the management of colleges and universities, which seriously interferes with and impairs academic vitality and creativity. It also brings a series of malpractices, such as discouraging teachers' enthusiasm, academic corruption, intensifying contradictions and declining quality of higher education. The purpose of this paper is to change the tendency of "administration" in the field of higher education, to break through the difficulties of the current management system of higher education, to fully respect the law of education and academic development, and to clarify the direction of the reform of "deadministrative" in Chinese universities. This paper is composed of four parts: the first part clarifies the drawbacks of the administrative tendency by summarizing the representation and causes of "administration", the second part clarifies the essence of the reform and puts forward the corresponding theoretical basis; The third part analyzes the dilemma of the reform in detail, through the analysis of the higher education system of the United States and Britain, expounds some ideas to break through the dilemma, and finally, puts forward the feasible path choice of the "deadministrative" reform on the basis of the above mentioned.
