【摘要】:高校領(lǐng)導(dǎo)干部是黨的干部隊(duì)伍的一部分,高校承擔(dān)著培養(yǎng)社會(huì)各行各業(yè)建設(shè)者的任務(wù),為此對(duì)高校的管理者提出更高要求:培養(yǎng)適應(yīng)社會(huì)發(fā)展需要、適應(yīng)新時(shí)代發(fā)展的人才。這就需要具備高素質(zhì)的干部來(lái)領(lǐng)導(dǎo)、管理高校。為了保證和提高高校領(lǐng)導(dǎo)干部素質(zhì),便于高校管理和發(fā)展,除了要正確執(zhí)行黨的路線、方針、政策,還必須建立健全干部制度,用相關(guān)法律、法規(guī)、工作準(zhǔn)則、工作細(xì)則等約束和管理干部,規(guī)范制度建設(shè)。高校領(lǐng)導(dǎo)干部制度具體包括干部的選拔、任用、考核、監(jiān)督、教育培訓(xùn)、獎(jiǎng)勵(lì)、交流等法律、法規(guī)、制度。本文擬從制度建設(shè)入手,分四章對(duì)高校領(lǐng)導(dǎo)干部制度建設(shè)進(jìn)行分析,搜集相關(guān)資料,肯定取得的成績(jī)和積累的基本經(jīng)驗(yàn),找出領(lǐng)導(dǎo)干部制度建設(shè)中存在的問(wèn)題,不完善、不健全的原因,提出改進(jìn)高校領(lǐng)導(dǎo)干部制度的合理建議。第一章,高校領(lǐng)導(dǎo)干部制度建設(shè)的相關(guān)概念及基本作用。首先認(rèn)識(shí)高校領(lǐng)導(dǎo)干部的概念,弄清制度、體制、機(jī)制,理清高校領(lǐng)導(dǎo)干部制度建設(shè)的概念,認(rèn)識(shí)高校領(lǐng)導(dǎo)干部制度建設(shè)指的范疇包括哪些內(nèi)容;其次,總結(jié)加強(qiáng)高校領(lǐng)導(dǎo)干部制度建設(shè)作用,主要有辨別是非的規(guī)范作用、糾正錯(cuò)誤的強(qiáng)制作用、發(fā)揚(yáng)黨的優(yōu)良傳統(tǒng)作風(fēng)的保障作用,加強(qiáng)高校領(lǐng)導(dǎo)干部制度建設(shè)的作用,通過(guò)這些作用深化對(duì)制度功能的認(rèn)識(shí)、推進(jìn)工作制度化的力度,增強(qiáng)行為能力,形成規(guī)范的管理監(jiān)督體系。第二章,高校領(lǐng)導(dǎo)干部制度建設(shè)的發(fā)展歷程及基本經(jīng)驗(yàn)。發(fā)展歷程,主要經(jīng)歷了5個(gè)發(fā)展階段:第一階段,新中國(guó)成立到50年代中期,高校領(lǐng)導(dǎo)干部隊(duì)伍在50年代后期初步形成,干部制度初步建立;第二階段,高校領(lǐng)導(dǎo)干部制度建設(shè)在60年代末70年代初發(fā)展曲折;第三階段,到了70年代末80年代初,黨中央及教育主管部門(mén)陸續(xù)頒布了一系列文件和通知,規(guī)范了干部管理制度體系,理順了干部制度建設(shè)的發(fā)展歷程,高校管理制度逐步健全;第四階段,高校領(lǐng)導(dǎo)干部制度的進(jìn)一步發(fā)展,高校實(shí)行黨委領(lǐng)導(dǎo)下的校長(zhǎng)負(fù)責(zé)制,并以法律的形式規(guī)定下來(lái);第五階段,高校領(lǐng)導(dǎo)干部制度的進(jìn)一步成熟完善。高校領(lǐng)導(dǎo)干部制度建設(shè)的基本經(jīng)驗(yàn),主要從對(duì)制度認(rèn)識(shí)的深化、制度發(fā)展的與時(shí)俱進(jìn)、堅(jiān)持黨章的統(tǒng)領(lǐng)地位、健全民主集中制等方面闡釋,高校領(lǐng)導(dǎo)干部制度至確立以來(lái)積累了基本經(jīng)驗(yàn),使后面的制度規(guī)范有章可循:從制度建設(shè)的目標(biāo)、方針、合乎時(shí)代發(fā)展與時(shí)俱進(jìn)的品質(zhì)和成立的專(zhuān)門(mén)培訓(xùn)機(jī)構(gòu)入手,高校領(lǐng)導(dǎo)干部制度建設(shè)幾十年發(fā)展使制度建設(shè)更規(guī)范,制度建設(shè)與時(shí)代發(fā)展協(xié)調(diào)一致,為制度的完善、進(jìn)一步健全提供經(jīng)驗(yàn)。第三章,高校領(lǐng)導(dǎo)干部制度建設(shè)存在的問(wèn)題及主要原因。首先分析了制度建設(shè)中存在的問(wèn)題,選拔任用體制機(jī)制、干部培訓(xùn)體制機(jī)制、考核體制機(jī)制的問(wèn)題,還有干部制度的連續(xù)性、黨政協(xié)調(diào)問(wèn)題等,其次分析了體制機(jī)制中存在這些問(wèn)題的原因:上級(jí)行政指導(dǎo)和社會(huì)影響的原因;高校領(lǐng)導(dǎo)干部認(rèn)識(shí)執(zhí)行制度的豐觀原因;制度建設(shè)中存在的其它原因,包括了對(duì)制度認(rèn)識(shí)的不到位、領(lǐng)導(dǎo)干部本身原因、校方的原因等,客觀分析了制度建設(shè)中存在的不足與原因,為后面提出規(guī)范和完善的領(lǐng)導(dǎo)干部制度建設(shè)措施指明方向。第四章,高校領(lǐng)導(dǎo)干部制度建設(shè)的對(duì)策措施及發(fā)展建議。對(duì)策措施主要有:強(qiáng)化選拔任用制度執(zhí)行力度;加強(qiáng)高校領(lǐng)導(dǎo)干部教育培訓(xùn)制度建設(shè),包括健全、完善干部培訓(xùn)制度,強(qiáng)化干部實(shí)踐鍛煉制度;完善高校領(lǐng)導(dǎo)干部監(jiān)督考核機(jī)制,包括完善干部監(jiān)督、考核、懲罰機(jī)制,協(xié)調(diào)高校領(lǐng)導(dǎo)黨政關(guān)系;堅(jiān)持依法治校、民主治校、科學(xué)治校。發(fā)展建議主要有:推進(jìn)高校領(lǐng)導(dǎo)干部制度建設(shè)民主化進(jìn)程;加強(qiáng)國(guó)際交流,提高高校領(lǐng)導(dǎo)干部科學(xué)化水平;完善黨委領(lǐng)導(dǎo)下的校長(zhǎng)負(fù)責(zé)制,實(shí)行教授治校。加強(qiáng)高校領(lǐng)導(dǎo)干部制度建設(shè)逐步改變干部終身制和家長(zhǎng)制作風(fēng),以制度管理人,以機(jī)制完善體制,以體制促進(jìn)制度完善,真正形成德才兼?zhèn)、具有較高政治業(yè)務(wù)能力的高校領(lǐng)導(dǎo)干部隊(duì)伍。

We should strengthen the system construction of leading cadres in colleges and universities , gradually change the system of cadres ' final system and the patriarchal system , improve the system by means of the system , perfect the system , and truly form the leading cadres of colleges and universities with higher political business capabilities .
