【摘要】:當(dāng)今高等院校都把提高人才培養(yǎng)質(zhì)量、提升科學(xué)研究水平、增強(qiáng)社會(huì)服務(wù)能力作為高校的三大職能,對(duì)于不同類型的高校側(cè)重點(diǎn)也不盡相同。論文選取了一所全國性重點(diǎn)大學(xué)湖南大學(xué)作為研究對(duì)象,湖南大學(xué)是一所綜合性研究型大學(xué),科學(xué)研究管理在學(xué)校的日常管理工作中占有重要比重。所以,如何發(fā)揮科研績(jī)效評(píng)價(jià)對(duì)學(xué)?蒲泄ぷ鞯拇龠M(jìn)作用,使績(jī)效考核更好地服務(wù)于學(xué)校發(fā)展目標(biāo)對(duì)湖南大學(xué)的整個(gè)管理體制意義重大。論文以此為切入點(diǎn),查閱大量相關(guān)文獻(xiàn)和資料,采用對(duì)湖南大學(xué)相關(guān)教師進(jìn)行問卷調(diào)查和集中采訪的方式,,運(yùn)用定性與定量的分析方法,全面研究了湖南大學(xué)科研績(jī)效考核評(píng)估體系的現(xiàn)狀及意義、目前存在的問題和改進(jìn)的措施。論文首先闡述了湖南大學(xué)現(xiàn)行的評(píng)價(jià)體系具有明確的目標(biāo)并且符合學(xué)校的長(zhǎng)遠(yuǎn)發(fā)展規(guī)劃;然后適時(shí)提出學(xué)?蒲性u(píng)價(jià)指標(biāo)存在教學(xué)與科研考核比例失調(diào)、量化標(biāo)準(zhǔn)和評(píng)價(jià)標(biāo)準(zhǔn)的針對(duì)性不強(qiáng)、青年教師的科研能力需要加強(qiáng)等問題并對(duì)原因進(jìn)行深入地剖析;接著針對(duì)論文反映的問題進(jìn)一步提出學(xué)校層面應(yīng)對(duì)科研績(jī)效考核思想上重視、組織上加強(qiáng)學(xué)術(shù)道德建設(shè)以確保學(xué)術(shù)自由、實(shí)施上加強(qiáng)指標(biāo)的針對(duì)性,特別是促進(jìn)青年教師的發(fā)展等具體改進(jìn)措施;最后論文對(duì)全文主要的研究?jī)?nèi)容和研究成果進(jìn)行了總結(jié),對(duì)論文研究中存在的困惑和不足進(jìn)行了說明,并對(duì)今后如何開展科研績(jī)效考核工作進(jìn)行了展望,提出每所高校都應(yīng)該摸索適合本校教師的科研績(jī)效評(píng)估體系,找出最有效的考核體系。
[Abstract]:Nowadays, colleges and universities regard improving the quality of talents training, improving the level of scientific research and enhancing the ability of social service as the three functions of colleges and universities, with different emphases on different types of colleges and universities. The thesis selects a national key university Hunan University as the research object. Hunan University is a comprehensive research university. Scientific research management plays an important role in the daily management of the university. Therefore, it is of great significance for the management system of Hunan University to give full play to the promotion of scientific research performance evaluation to the scientific research work, and to make the performance appraisal serve the development goal of the school better. This paper regards this as the breakthrough point, referring to a large number of relevant documents and materials, adopting the way of questionnaire survey and centralized interview to the relevant teachers of Hunan University, using qualitative and quantitative analysis methods. This paper studies the present situation and significance of the evaluation system of scientific research performance in Hunan University, the existing problems and the measures to improve it. This paper first expounds that the current evaluation system of Hunan University has clear goals and conforms to the long-term development plan of the university, and then points out that there is a imbalance between teaching and scientific research assessment in the evaluation index of school scientific research. The pertinence of the quantitative standard and evaluation standard is not strong, the young teachers' scientific research ability needs to be strengthened, and the reasons are analyzed deeply. Then, aiming at the problems reflected in the paper, the author puts forward that the school should pay more attention to the evaluation of scientific research performance, strengthen the construction of academic morality in order to ensure academic freedom, and strengthen the pertinence of the indicators. Especially to promote the development of young teachers and other specific improvement measures. Finally, the paper summarizes the main research content and research results, and explains the puzzles and shortcomings in the research. This paper also looks forward to how to carry out the evaluation of scientific research performance in the future, and puts forward that each university should explore the scientific research performance evaluation system suitable for its teachers, and find out the most effective assessment system.
