【摘要】:科學(xué)研究是農(nóng)業(yè)院校的重要任務(wù)之一,是提高人才培養(yǎng)質(zhì)量的重要手段,也是推動(dòng)社會(huì)發(fā)展、服務(wù)社會(huì)的主要任務(wù)?蒲泄芾砉ぷ魇且豁(xiàng)較為復(fù)雜的系統(tǒng)工程,涉及科研人員、項(xiàng)目、資金、設(shè)備、成果評(píng)價(jià)、成果推廣和應(yīng)用等各個(gè)方面。規(guī)范高效的科研管理可以充分調(diào)動(dòng)科研人員的積極性,最大限度地發(fā)揮資金和設(shè)備的作用,更好地發(fā)揮在培養(yǎng)人才方面的作用,可以加快科研成果的轉(zhuǎn)化,并發(fā)揮科研成果在推動(dòng)社會(huì)進(jìn)步方面的積極作用。因此,科研管理評(píng)價(jià)具有重要意義。 本研究主要做了如下工作:首先,構(gòu)建了農(nóng)業(yè)院校科研管理綜合評(píng)價(jià)指標(biāo)體系,主要包括科研人員管理、科研項(xiàng)目管理、科研經(jīng)費(fèi)管理、科研成果管理、大型科研設(shè)備管理、科研檔案信息化管理6個(gè)一級(jí)指標(biāo)及相應(yīng)的20個(gè)二級(jí)指標(biāo)。 其次,構(gòu)建了農(nóng)業(yè)院校科研管理綜合評(píng)價(jià)模糊層次分析(FAHP)模型,模糊層次分析法把具有廣泛的應(yīng)用性與優(yōu)越性的層次分析法引入模糊領(lǐng)域,解決了層次分析法受限于主觀模糊決策的問題。本研究拓展了FAHP法中計(jì)算模糊互補(bǔ)判斷矩陣權(quán)重的方法,同時(shí)對(duì)檢驗(yàn)?zāi):パa(bǔ)判斷矩陣一致性進(jìn)行了改進(jìn),并給出了農(nóng)業(yè)院校科研管理綜合評(píng)價(jià)的層次單排序和層次總排序模型。 再次,利用所建立的評(píng)價(jià)模型對(duì)具有代表性的農(nóng)業(yè)院校的科研管理水平進(jìn)行了實(shí)證分析,分別得出了它們?cè)?個(gè)一級(jí)指標(biāo)下的評(píng)價(jià)結(jié)果和總的評(píng)價(jià)結(jié)果,并就評(píng)價(jià)結(jié)果給出了相應(yīng)的建議。 最后,利用Delphi與Matlab混合編程及Delphi和Excel應(yīng)用程序的接口編程等初步構(gòu)建了農(nóng)業(yè)院?蒲泄芾砭C合評(píng)價(jià)系統(tǒng),給出了系統(tǒng)的演示效果。并展望了科研管理的發(fā)展方向,相信科研管理未來(lái)的發(fā)展方向會(huì)給農(nóng)業(yè)院校的科研工作帶來(lái)動(dòng)力源。
[Abstract]:Scientific research is one of the important tasks of agricultural colleges and universities, is an important means to improve the quality of personnel training, is also the main task of promoting social development and serving society. Scientific research management is a complex system engineering, which involves scientific research personnel, projects, funds, equipment, results evaluation, results promotion and application and so on. Standardized and efficient scientific research management can fully mobilize the enthusiasm of scientific research personnel, maximize the role of funds and equipment, play a better role in training talents, and speed up the transformation of scientific research achievements. And give play to the positive role of scientific research achievements in promoting social progress. Therefore, the evaluation of scientific research management is of great significance. The main work of this study is as follows: firstly, the comprehensive evaluation index system of scientific research management in agricultural colleges and universities is constructed, which mainly includes scientific research personnel management, scientific research project management, scientific research fund management, scientific research achievement management, large-scale scientific research equipment management. Information management of scientific research archives 6 first-level indicators and 20 corresponding secondary indicators. Secondly, a fuzzy analytic hierarchy process (FAHP) model is constructed for comprehensive evaluation of scientific research management in agricultural colleges and universities. The fuzzy analytic hierarchy process (FAHP) is introduced into the fuzzy field by the analytic hierarchy process (AHP), which has wide application and superiority. The problem that AHP is limited by subjective fuzzy decision is solved. In this study, the method of calculating the weight of fuzzy complementary judgment matrix in FAHP method is extended, and the consistency of fuzzy complementary judgment matrix is improved. The models of single ranking and total ranking of scientific research management in agricultural colleges and universities are given. Thirdly, using the established evaluation model to analyze the scientific research management level of representative agricultural colleges and universities, respectively, the evaluation results and the total evaluation results are obtained. The corresponding suggestions are given on the evaluation results. Finally, a comprehensive evaluation system of scientific research management in agricultural colleges and universities is constructed by using the mixed programming of Delphi and Matlab and the interface programming of Delphi and Excel application program, and the demonstration effect of the system is given. The development direction of scientific research management is forecasted, and it is believed that the future development direction of scientific research management will bring the power source to the scientific research work of agricultural colleges and universities.
