【摘要】：本文針對(duì)中國高校應(yīng)急管理機(jī)制在理論上以及在實(shí)踐上存在的不足，力求較深入地探討如何完善我國高校應(yīng)急管理機(jī)制的問題。首先，，界定了高校應(yīng)急管理機(jī)制的相關(guān)概念，總結(jié)了本研究的支持理論的要義。其次，綜合分析了中國高校應(yīng)急管理機(jī)制的現(xiàn)狀，從預(yù)防準(zhǔn)備方面、組織指揮系統(tǒng)方面、信息監(jiān)測與報(bào)告方面、應(yīng)急處理系統(tǒng)方面指出了現(xiàn)存的各種問題，并深入分析產(chǎn)生這些問題的深層原因。然后，參考分析了美國、日本和德國的高校應(yīng)急管理機(jī)制經(jīng)驗(yàn)，總結(jié)了做好前期應(yīng)急準(zhǔn)備工作、完備應(yīng)急管理法律保障、完善應(yīng)急管理組織體系和加強(qiáng)應(yīng)急宣傳教育工作等四個(gè)對(duì)中國具有參考意義的啟示。最后，從事前、事中以及事后三個(gè)子機(jī)制來提出了完善中國高校應(yīng)急管理機(jī)制的建議。
[Abstract]:In view of the deficiency of the emergency management mechanism in Chinese universities in theory and practice, this paper tries to probe into how to perfect the emergency management mechanism in colleges and universities in China. Firstly, it defines the related concepts of the emergency management mechanism in colleges and universities, and summarizes the essentials of the supporting theory of this study. Secondly, it comprehensively analyzes the current situation of the emergency management mechanism in Chinese universities, and points out the existing problems in the aspects of prevention preparation, organization and command system, information monitoring and reporting, and emergency handling system. And in-depth analysis of the underlying causes of these problems. Then, referring to the experience of the emergency management mechanism in the United States, Japan and Germany, the author summarizes the preliminary emergency preparation work and the complete legal protection of emergency management. Perfecting the organizational system of emergency management and strengthening the work of emergency publicity and education are four enlightenments for China. Finally, the paper puts forward some suggestions on how to perfect the emergency management mechanism of Chinese universities.
