基于BSC的高校社會服務(wù)績效評價(jià)指標(biāo)體系構(gòu)建研究

【摘要】:社會服務(wù)與教學(xué)、科研并稱高校的三大職能,得到了學(xué)術(shù)界和社會大眾的普遍認(rèn)可。隨著知識經(jīng)濟(jì)時(shí)代的到來和社會發(fā)展的不斷推進(jìn),高校作為社會的“動力站”,為社會提供人力資源、智力資源以及技術(shù)支持,在社會經(jīng)濟(jì)發(fā)展中發(fā)揮著舉足輕重的作用。社會服務(wù)作為高校彰顯價(jià)值的重要途徑之一,在我國高校還未得到足夠重視,作用未得到應(yīng)有發(fā)揮。因此,為建設(shè)高水平大學(xué),探索高校社會服務(wù)職能的發(fā)展之路,嘗試建立高校社會服務(wù)績效評價(jià)指標(biāo)體系,是推進(jìn)社會服務(wù)職能發(fā)展,提高績效管理水平,走可持續(xù)發(fā)展之路的必然趨勢。 本文以高校社會服務(wù)職能為研究對象,首先采用文獻(xiàn)調(diào)研法對國內(nèi)外高校社會服務(wù)職能發(fā)展以及高?冃гu價(jià)研究現(xiàn)狀進(jìn)行了比較分析,找出現(xiàn)有文獻(xiàn)研究存在的問題作為研究的重點(diǎn)。其次,系統(tǒng)地介紹了平衡計(jì)分卡相關(guān)(BSC)理論,綜合運(yùn)用平衡計(jì)分卡相關(guān)理論、邏輯模型、關(guān)鍵績效指標(biāo)(KPI)、統(tǒng)計(jì)分析等管理工具和方法,從高校績效管理角度出發(fā),結(jié)合平衡計(jì)分卡四維度模型,針對我國高校社會服務(wù)職能現(xiàn)狀,創(chuàng)造性地將BSC理論與高校社會服務(wù)職能有機(jī)結(jié)合,提出了以“使命為先”的社會服務(wù)平衡計(jì)分卡模型;诜菭I利組織BSC框架進(jìn)行KPI選擇,歸納出合理有效的指標(biāo),以社會服務(wù)使命為最高目標(biāo),貫穿指標(biāo)體系構(gòu)建的整個(gè)環(huán)節(jié),強(qiáng)調(diào)服務(wù)受眾、內(nèi)部流程、學(xué)習(xí)與成長和財(cái)務(wù)維度的指標(biāo)的平衡。最后通過對T校教職工和博、碩士研究生發(fā)放調(diào)查問卷進(jìn)行實(shí)證研究,對指標(biāo)體系的信度和效度進(jìn)行了驗(yàn)證,,篩選出重要指標(biāo),從而構(gòu)建出基于BSC的高校社會服務(wù)績效評價(jià)指標(biāo)體系,并繪制出全新的高校社會服務(wù)平衡計(jì)分卡戰(zhàn)略地圖,為今后的績效評價(jià)指標(biāo)體系在實(shí)踐中的應(yīng)用提供戰(zhàn)略指導(dǎo)。
[Abstract]:Social service, teaching and scientific research are known as the three functions of colleges and universities, which are generally recognized by academia and the public. With the arrival of the era of knowledge economy and the continuous development of society, colleges and universities, as the "power station" of the society, provide the society with human resources, intellectual resources and technical support, which play an important role in the development of social economy. As one of the important ways to highlight the value of colleges and universities, social service has not been paid enough attention to and its role has not been brought into full play. Therefore, in order to build a high-level university, explore the way of the development of university social service function, try to establish the performance evaluation index system of university social service, it is to promote the development of social service function and improve the performance management level. The inevitable trend of taking the road of sustainable development. This paper takes the social service function of colleges and universities as the research object. Firstly, it makes a comparative analysis on the development of the social service function and the performance evaluation of colleges and universities at home and abroad by using the method of literature investigation. To find the existing problems in literature research as the focus of the study. Secondly, this paper systematically introduces the theory of balanced Scorecard correlation (BSC), and synthetically applies the balanced Scorecard related theory, logic model, key performance index, statistical analysis and other management tools and methods to set out from the angle of university performance management. Based on the four-dimensional model of balanced Scorecard and the current situation of social service function in colleges and universities in China, this paper creatively combines the theory of BSC with the function of social service in colleges and universities, and puts forward a balanced scorecard model of social service with "mission first". Based on the BSC framework of non-profit organization, the author chooses KPI, induces reasonable and effective index, takes social service mission as the highest goal, runs through the whole link of index system construction, emphasizes the service audience, internal process, Balance between learning and growth and financial dimensions. Finally, the reliability and validity of the index system are verified through the empirical research on the questionnaire of T school staff and graduate students, and the important indicators are screened out. In order to construct the performance evaluation index system of college social service based on BSC and draw a new strategic map of the balanced scorecard of social service in colleges and universities, this paper provides strategic guidance for the application of the performance evaluation index system in practice in the future.
