【摘要】：高校在我國(guó)科技成果運(yùn)營(yíng)為現(xiàn)實(shí)生產(chǎn)力的過程中起著舉足輕重的作用，同時(shí)也是我國(guó)科學(xué)技術(shù)進(jìn)步的主體力量。高校是我國(guó)創(chuàng)新體系的核心，高�？萍汲晒\(yùn)營(yíng)效率的高低是體現(xiàn)國(guó)家技術(shù)創(chuàng)新水平和能力的重要指標(biāo)之一。高�？萍汲晒\(yùn)營(yíng)模式影響高�？萍汲晒倪\(yùn)營(yíng)以及科技成果的運(yùn)營(yíng)效率，選擇合適的高�？萍汲晒\(yùn)營(yíng)模式有利于提高經(jīng)濟(jì)效益和社會(huì)效益，并促進(jìn)科技創(chuàng)新。 本文在分析國(guó)內(nèi)外高校科技成果運(yùn)營(yíng)的經(jīng)驗(yàn)教訓(xùn)基礎(chǔ)上，對(duì)我國(guó)高校科技成果運(yùn)營(yíng)的過程、運(yùn)營(yíng)模式的類型以及運(yùn)行機(jī)制進(jìn)行了分析，同時(shí)對(duì)其績(jī)效進(jìn)行評(píng)價(jià)，找出需要改進(jìn)和完善的地方，以便針對(duì)高校自身的實(shí)際資源狀況以及需求狀況，可以有效地促進(jìn)高校選擇適合自己的科技成果運(yùn)營(yíng)模式，提高高�？萍汲晒霓D(zhuǎn)化效率，更好地加快科技創(chuàng)新向科技成果轉(zhuǎn)化的產(chǎn)業(yè)化進(jìn)程，促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)，最終提高我國(guó)高�？萍汲晒\(yùn)營(yíng)的經(jīng)濟(jì)效益、社會(huì)效益和加速科技創(chuàng)新。 論文總結(jié)了國(guó)內(nèi)外高�？萍汲晒\(yùn)營(yíng)經(jīng)驗(yàn)及教訓(xùn)。分別從經(jīng)濟(jì)效益、社會(huì)效益、科技創(chuàng)新等方面分析我國(guó)高�？萍汲晒\(yùn)營(yíng)的經(jīng)驗(yàn)和教訓(xùn)，同時(shí)與國(guó)外高�？萍汲晒\(yùn)營(yíng)模式進(jìn)行對(duì)比，不論從經(jīng)濟(jì)效益、社會(huì)效益還是科技創(chuàng)新方面都存在著較大的差距，國(guó)外的高�？萍汲晒\(yùn)營(yíng)模式為我國(guó)提供了經(jīng)驗(yàn)借鑒。 論文分析了高校科技成果運(yùn)營(yíng)的過程及機(jī)制。首先對(duì)高校科技成果的含義類型以及高�？萍汲晒奶卣鬟M(jìn)行分析；對(duì)高校科技成果運(yùn)營(yíng)的相關(guān)概念進(jìn)行界定，分析了科技成果運(yùn)營(yíng)的含義和高�？萍汲晒\(yùn)營(yíng)的內(nèi)涵；接下來對(duì)高校科技成果運(yùn)營(yíng)階段進(jìn)行了劃分，將其劃分為成果產(chǎn)生階段、成果轉(zhuǎn)移階段、成果使用階段三個(gè)階段，同時(shí)對(duì)高�？萍汲晒\(yùn)營(yíng)的階段任務(wù)和階段目標(biāo)進(jìn)行了分析；最后從動(dòng)力機(jī)制、供求機(jī)制、投入機(jī)制以及利益分配機(jī)制等角度對(duì)我國(guó)高校科技成果運(yùn)營(yíng)的運(yùn)行機(jī)制進(jìn)行了系統(tǒng)分析。 論文闡述了高�？萍汲晒\(yùn)營(yíng)的模式類型。首先對(duì)高�？萍汲晒\(yùn)營(yíng)模式的內(nèi)涵進(jìn)行了界定；接下來分別分析了成果供給方與需求方之間、政府與成果供給方之間、政府與成果需求方之間、中介組織與其他主題之間的博弈行為；最后基于主體間的博弈將我國(guó)高校科技成果運(yùn)營(yíng)模式劃分為6中類型，并對(duì)每一種類型進(jìn)行了詳細(xì)分析。 論文構(gòu)建了高�？萍汲晒倪\(yùn)營(yíng)模式選擇模型并進(jìn)行了實(shí)證。首先對(duì)高校科技成果運(yùn)營(yíng)模式選擇的影響因素進(jìn)行了分析，包括主體因素、驅(qū)動(dòng)因素、風(fēng)險(xiǎn)因素、障礙因素四個(gè)方面；分析了高�？萍汲晒\(yùn)營(yíng)模式選擇的途徑，包括構(gòu)建高�？萍汲晒\(yùn)營(yíng)模式選擇模型，并對(duì)其進(jìn)行了實(shí)證分析；對(duì)高�？萍汲晒\(yùn)營(yíng)模式進(jìn)行匹配及選擇分析，首先介紹了高校科技成果運(yùn)營(yíng)模式匹配原理以及匹配的步驟，最后結(jié)合高校自身實(shí)際情況，對(duì)高�？萍汲晒\(yùn)營(yíng)模式進(jìn)行選擇，為高校選擇適合自身發(fā)展的科技成果運(yùn)營(yíng)模式提供方法和依據(jù)。 論文構(gòu)建了高�？萍汲晒\(yùn)營(yíng)模式的績(jī)效評(píng)價(jià)體系。首先建立高�？萍汲晒\(yùn)營(yíng)績(jī)效評(píng)價(jià)的預(yù)選指標(biāo)體系，并運(yùn)用群組決策特征根法對(duì)關(guān)鍵指標(biāo)進(jìn)行識(shí)別，確立評(píng)價(jià)指標(biāo)體系；然后設(shè)定高校科技成果運(yùn)營(yíng)績(jī)效評(píng)價(jià)指標(biāo)標(biāo)準(zhǔn)和結(jié)果等級(jí)標(biāo)準(zhǔn)；進(jìn)而用格柵獲取法和模糊Borda數(shù)分析法確定評(píng)價(jià)指標(biāo)權(quán)重，并選取樣本單位，對(duì)于高校科技成果運(yùn)營(yíng)模式的績(jī)效進(jìn)行實(shí)證評(píng)價(jià)及結(jié)果分析，，為提高高校科技成果運(yùn)營(yíng)績(jī)效提供了決策依據(jù)。 論文提出了面向運(yùn)營(yíng)模式的高�？萍汲晒\(yùn)營(yíng)的保障體系。根據(jù)對(duì)前幾章的分析和論述，本文為保障高�？萍汲晒\(yùn)營(yíng)順利進(jìn)行，提高高�？萍汲晒\(yùn)營(yíng)模式的績(jī)效，提出了以下幾大保障措施，包括更新高校科技成果運(yùn)營(yíng)的觀念、優(yōu)化有利于高�？萍汲晒倪\(yùn)營(yíng)環(huán)境、拓寬高�？萍汲晒\(yùn)營(yíng)的投融資渠道、加強(qiáng)高校科技成果運(yùn)營(yíng)過程的統(tǒng)籌管理、加強(qiáng)成果運(yùn)營(yíng)隊(duì)伍建設(shè)以及加強(qiáng)產(chǎn)學(xué)研戰(zhàn)略合作等。
[Abstract]:Colleges and universities play an important role in the process of scientific and technological achievements in China , and it is the main force of scientific and technological progress in our country . The university is the core of our country ' s innovation system . The high and low of the operational efficiency of scientific and technological achievements in colleges and universities is one of the important indicators to reflect the level and ability of national innovation . The operation mode of scientific and technological achievements of colleges and universities influences the operation of scientific and technological achievements of universities and the operation efficiency of scientific and technological achievements , and selects the appropriate mode of operation of scientific and technological achievements in colleges and universities to improve economic and social benefits and promote technological innovation .

Based on the analysis of the experiences and lessons of the operation of science and technology achievements at home and abroad , this paper analyzes the process , type and operating mechanism of the operation of scientific and technological achievements in colleges and universities in our country , evaluates the performance of the university , and finds out the need to improve and perfect the scientific and technological achievements , improve the transformation efficiency of the scientific and technological achievements , accelerate the upgrading of the industrial structure , and finally improve the economic benefit , social benefit and accelerate the innovation of science and technology .
