我國大學生助學貸款政策執(zhí)行過程中存在的問題及對策研究

【摘要】:國家助學貸款政策是黨中央、國務院為實施科教興國戰(zhàn)略,加速人才培養(yǎng),特別是使經(jīng)濟較困難優(yōu)秀青年得以深造的重大決策,是國家為了利用金融手段支持高等教育體制的深化改革,促進我國教育事業(yè)發(fā)展的重要舉措。雖然取得了一定的成果,但是由于我國實施國家助學貸款的時間不長,相應的配套措施還不夠完善,因此在實施過程中各種潛在的矛盾和問題也逐漸暴露出來。本文通過文獻分析、問卷調(diào)查、訪談調(diào)查和網(wǎng)絡(luò)調(diào)查法,就我國大學生助學貸款政策在執(zhí)行過程中存在的問題進行分析。論文首先介紹了政策有效執(zhí)行的條件:政策資源、執(zhí)行主體、目標群體,以及政策執(zhí)行的理論模式,為開展研究指明了方向。然后通過闡述國外助學貸款的成功經(jīng)驗和我國助學貸款發(fā)展歷程及實施現(xiàn)狀,提出我國助學貸款在執(zhí)行過程中存在資格審查工作難、申請貸款手續(xù)繁瑣、違約問題嚴重等問題,從政策執(zhí)行角度,運用政策執(zhí)行過程模型即“史密斯”模型以及政策執(zhí)行失效模型即“浴盆”模型,以廣西S高職院校為例,從政府、銀行、學校、學生四方面對目前存在問題的原因進行分析,在政府方面:政府職能作用不明顯、地方認定機構(gòu)不完善;在銀行方面:供求不平衡挫傷銀行積極性、助學貸款政策與金融機構(gòu)的經(jīng)營性存在矛盾;在學校方面:部分高校資助中心對業(yè)務不熟悉、學校對學生信息掌握不準確、貧困生認定過程主觀性較大;在學生方面:學生對國家助學貸款政策了解欠缺、部分學生誠信意識淡薄。最后提出改善我國大學生助學貸款政策執(zhí)行效果的對策:一是通過完善國家助學貸款的相關(guān)法律法規(guī),以及把國家助學貸款的中心從高校轉(zhuǎn)移至生源地貸款來充分發(fā)揮政府的職能;二是通過加強地方政府、高校、銀行的培訓并建立合作關(guān)系、制定切實可行措施降低貸款違約率,從而提高銀行參與國家助學貸款的積極性;三是通過成立專門的國家助學貸款管理機構(gòu)、加強貸后管理以及構(gòu)建多層次的資助體系,進一步加強高校貸款的管理責任;四是從加大國家助學貸款政策宣傳力度、適時開展階段性誠信教育、構(gòu)建大學生個人信用體系等三個方面來加大政策宣傳,提升學生誠信意識。
[Abstract]:The national student loan policy is a major decision of the CPC Central Committee and the State Council to implement the strategy of rejuvenating the country through science and education and to speed up the training of talents, especially to enable outstanding young people with economic difficulties to further their studies. It is an important measure for the government to use financial means to support the deepening reform of higher education system and to promote the development of education in our country. Although some achievements have been made, due to the short time of implementing the national student loan in our country, the corresponding supporting measures are not perfect enough, so all kinds of potential contradictions and problems are gradually exposed in the process of implementation. Through literature analysis, questionnaire survey, interview and network investigation, this paper analyzes the problems existing in the implementation of college student loan policy in China. The paper first introduces the conditions of effective policy implementation: policy resources, executive subject, target group, and the theoretical model of policy implementation, pointing out the direction for the research. Then, by expounding the successful experience of foreign student loan and the developing course and actualizing situation of our country's student loan, the paper points out that there are some problems such as the difficulty of qualification examination, the complicated procedure of applying for loan, the serious problem of breach of contract and so on in the process of implementing student loan in our country. From the perspective of policy implementation, the paper applies the process model of policy implementation, namely "Smith" model, and the model of failure of policy implementation, that is, "bathtub" model. Taking Guangxi S higher vocational college as an example, from the government, bank, school, the government, the bank, the school, Four aspects of students to analyze the existing problems, in the government: the role of the government is not obvious, local institutions are not perfect; in the bank: supply and demand imbalance dampened the enthusiasm of the bank, There are contradictions between the policy of student loan and the management of financial institutions. In the aspect of school, some university aid centers are not familiar with the business, the school is not accurate about the students' information, and the process of identifying poor students is subjective. In terms of students, students lack understanding of the national student loan policy, and some students have a weak sense of honesty. Finally, the author puts forward some countermeasures to improve the effect of college student loan policy in China: first, by perfecting the relevant laws and regulations of the national student loan, And to transfer the center of the national student loan from university to student loan to give full play to the functions of the government; second, by strengthening the training of local governments, universities and banks and establishing cooperative relations, we should formulate practical measures to reduce the loan default rate. In order to improve the enthusiasm of banks to participate in national student loans, the third is to further strengthen the management responsibility of university loans through the establishment of special national student loan management agencies, strengthening the post-loan management and building a multi-level financial support system; The fourth is to strengthen the propaganda of the national student loan policy, to carry out the phased honesty education in good time, to construct the personal credit system of college students, and to enhance the students' honesty consciousness.
