【摘要】：隨著社會經(jīng)濟的發(fā)展和高等教育規(guī)模的不斷擴大,高校的學費也在逐年增加。為了使家庭貧困大學生不因經(jīng)濟困難而影響學業(yè),國家不斷加強大學生資助工作,積極推進助學貸款政策的改革和發(fā)展。在2007年成功試點的基礎上,生源地助學貸款從2008年開始在全國范圍陸續(xù)開展起來。作為國家助學貸款體系的重要貸款類型,生源地助學貸款政策的實施,為很多貧苦大學生解決了上學難的問題,在一定程度上保證了教育公平。隨著這項業(yè)務的深入開展,貸款制度缺陷和運行當中存在的問題也顯現(xiàn)出來,有待論證和解決。 本文主要針對內(nèi)蒙古生源地助學貸款實施的現(xiàn)狀進行實證研究。通過實證調研,揭示了貸款供給不足,辦理程序繁瑣,還款方式單一；高校及縣級資助中心管理工作不到位；借款學生及整個社會信用意識不強；貸款存在潛在的信用風險等缺陷和問題。產(chǎn)生這些問題的原因從各參與主體的角度分析可以總結為以下四點：第一,信用體系不完善；第二,銀行積極性不高且對貸款制度的設計有缺陷；第三,高校及縣級資助中心管理意識及管理能力不強；第四,貸款學生還款壓力大。 在對問題和產(chǎn)生問題的原因進行剖析后,本文在借鑒國外先進經(jīng)驗的基礎上提出了完善內(nèi)蒙古生源地助學貸款制度的幾點建議。首先從政府角度講要制定生源地助學貸款的相關法律法規(guī)；其次從銀行角度講要優(yōu)化現(xiàn)行生源地助學貸款制度；第三從高校和縣級資助管理中心角度講要健全機構,提高風險防范能力和管理水平；最后從學生角度講要提高誠信意識和還貸能力。希望通過本研究,為內(nèi)蒙古生源地助學貸款管理工作的改革和發(fā)展提供一定的研究成果和參考意見。
[Abstract]:With the development of social economy and the expansion of the scale of higher education, the tuition fees of colleges and universities are increasing year by year. In order to ensure that poor family college students do not affect their studies because of economic difficulties, the state has constantly strengthened the work of university student aid and actively promoted the reform and development of student loan policy. On the basis of successful pilot in 2007, student loan has been developed nationwide since 2008. As an important loan type of the national student loan system, the implementation of student loan policy has solved the problem of difficult schooling for many poor college students, and to a certain extent has ensured the education fair. With the further development of this business, the defects of loan system and the problems in operation also appear, which need to be proved and solved. This paper mainly focuses on the current situation of the implementation of student loan in Inner Mongolia. Through empirical investigation, it is revealed that the loan supply is insufficient, the processing procedure is cumbersome, the repayment method is single, the management of university and county-level support center is not in place, the loan students and the whole social credit consciousness are not strong; The loan has the potential credit risk and so on the flaw and the question. The reasons for these problems can be summarized as follows: first, the credit system is not perfect; second, the bank is not enthusiastic and has defects in the design of the loan system; third, The management consciousness and ability of universities and county-level aid centers are not strong; fourth, loan students are under great pressure of repayment. Based on the analysis of the problems and the causes of the problems, this paper puts forward some suggestions on how to perfect the loan system of students' land in Inner Mongolia on the basis of drawing on the advanced experience of foreign countries. First of all, from the perspective of the government, it is necessary to formulate relevant laws and regulations on student loans; secondly, from the perspective of banks, we should optimize the current system of student loans; and third, from the perspective of universities and county-level financial aid management centers, we should improve institutions. To improve the ability of risk prevention and management, and finally from the point of view of students to improve the integrity of the awareness and ability to repay loans. It is hoped that this study will provide some research results and suggestions for the reform and development of student loan management in Inner Mongolia.
