高校勤工助學(xué)工作探析

【摘要】:經(jīng)濟(jì)因素是造成教育機(jī)會(huì)不均等的重要因素,因此,為貧困學(xué)生提供資助就成為促進(jìn)教育機(jī)會(huì)均等的重要措施。國(guó)家的學(xué)生資助政策在實(shí)現(xiàn)高等教育的公平和平等方面做出了積極的貢獻(xiàn)。但高等教育是非義務(wù)教育,解困不能完全依賴國(guó)家,必須培養(yǎng)學(xué)生的自我解困意識(shí)和能力。勤工助學(xué)不僅能提高貧困生自身解困能力,逐步實(shí)現(xiàn)貧困生由外部輸血到自身造血的轉(zhuǎn)變,還可以培養(yǎng)學(xué)生的自立意識(shí),鍛煉能力和提高綜合素質(zhì)。 有關(guān)高校勤工助學(xué)工作的研究大多局限于從政策、制度出發(fā),著重資助,忽視學(xué)生自助,并且研究多是針對(duì)現(xiàn)狀展開(kāi)理論層面上的探討,真正反映實(shí)際情況的實(shí)證研究卻不多。如何建立健全規(guī)范的勤工助學(xué)工作管理機(jī)制;如何在全社會(huì)范圍內(nèi)保障勤工助學(xué)工作有效開(kāi)展、如何促進(jìn)勤工助學(xué)工作的制度化、法制化建設(shè);如何促進(jìn)“工”與“學(xué)”的結(jié)合等等,都亟待進(jìn)一步研究和實(shí)踐探索。 本文以高校勤工助學(xué)工作的重要現(xiàn)實(shí)意義為切入點(diǎn),即有利于新時(shí)期加強(qiáng)思想政治工作;有利于培養(yǎng)大學(xué)生艱苦樸素、勤儉節(jié)約、吃苦耐勞的品德;有利于創(chuàng)造型人才的培養(yǎng);有利于大學(xué)生的社會(huì)化等等,在充分理解勤工助學(xué)工作這一概念內(nèi)涵的基礎(chǔ)上分別從封建社會(huì)“勤儉求學(xué)”、“勤儉辦學(xué)”觀念的形成;近現(xiàn)代社會(huì)提出了將“教育”與“生產(chǎn)勞動(dòng)”全而融合的思想;新中國(guó)成立后,勤工助學(xué)工作以教育與生產(chǎn)勞動(dòng)相結(jié)合為主線,大致經(jīng)歷了三個(gè)階段即:建國(guó)初到20世紀(jì)70年代末以“無(wú)償勞動(dòng),獲取精神收獲”為主的階段;20世紀(jì)80年代初到90年代初以“濟(jì)困”為主的階段和1992年至今的“濟(jì)困與成才相結(jié)合的社會(huì)實(shí)踐”階段入手,對(duì)我國(guó)的勤工助學(xué)工作進(jìn)行了歷史回顧,在占有大量文獻(xiàn)的基礎(chǔ)上,調(diào)查了高校貧困生勤工助學(xué)工作諸如:獲取工作的途徑、勤工助學(xué)的種類、工作時(shí)間、工資、工資何處去、遇到的困難、工作與學(xué)習(xí)、如何看待勤工助學(xué)等方面的現(xiàn)狀,發(fā)現(xiàn)目前高校貧困生勤工助學(xué)工作存在著諸多問(wèn)題:高校勤工助學(xué)工作缺乏有效的管理機(jī)制,勤工助學(xué)學(xué)生的心理問(wèn)題日益凸出,高校勤工助學(xué)工作崗位的局限性,勤工助學(xué)工作的育人功能有待進(jìn)一步提高,勤工助學(xué)工作中的安全問(wèn)題,大學(xué)生勤工助學(xué)過(guò)程中屢遭侵權(quán),維權(quán)太難等等。 本文進(jìn)而從社會(huì)、高校和學(xué)生本身等多方面分析了存在問(wèn)題的原因,提出了:建立和完善一整套規(guī)范的勤工助學(xué)工作管理機(jī)制;高度重視,積極解決勤工助學(xué)學(xué)生的心理問(wèn)題;大力發(fā)展智力型、管理型勤工助學(xué),從而拓寬勤工助學(xué)工作的渠道;把思想政治工作融于勤工助學(xué)工作中,允分發(fā)揮勤工助學(xué)工作的育人功能;積極做好大學(xué)生勤工助學(xué)工作安全問(wèn)題的教育;建立、健全保障機(jī)制;給大學(xué)生鋪平勤工助學(xué)之路等多條做好高校勤工助學(xué)工作的有效途徑。
[Abstract]:Economic factors are the important factors of unequal educational opportunities. Therefore, providing financial aid to poor students becomes an important measure to promote the equality of educational opportunities. The country's student aid policy has made positive contributions to the realization of equity and equality in higher education. But higher education is not compulsory education, the relief of difficulties can not depend on the state completely, we must cultivate students' self-help consciousness and ability. Part-time work study can not only improve the poor students' ability to solve difficulties and gradually realize the transformation of poor students from external blood transfusion to their own hematopoiesis, but also can train students' sense of self-reliance, exercise ability and improve their comprehensive quality. Most of the studies on part-time work in colleges and universities are limited to the policy, system, emphasis on financial aid, neglect of students' self-help, and most of the research is aimed at the current situation of the theoretical level, but there are few empirical studies that really reflect the actual situation. How to establish and perfect the standardized management mechanism of the part-time work, how to ensure the effective development of the part-time work in the whole society, how to promote the institutionalization and the legal construction of the work-study work; How to promote the combination of "work" and "study" is urgent to be studied and explored in practice. This article regards the important practical significance of the work of part-time work in colleges and universities as the breakthrough point, that is, it is beneficial to strengthen the ideological and political work in the new period, to cultivate the college students' moral character of hard work, thrift, hard work and hard work, and to train creative talents. It is beneficial to the socialization of college students and so on. On the basis of fully understanding the connotation of the concept of work-study work, the concept of "diligent and thrifty study" and "running a school by thrift" has been formed respectively in feudal society. In modern society, the idea of integrating "education" with "productive labor" was put forward. After the founding of New China, the main line of work and study work was the combination of education and productive labor. This paper reviews the work of part-time work in China, and on the basis of holding a large number of documents, investigates the ways of obtaining jobs, the types of part-time work, the working hours, the wages and the wages of the poor students in colleges and universities, such as: the ways of obtaining jobs, the types of part-time study, the working hours, the wages, the wages, where to go. The difficulties encountered, work and study, how to treat the current situation of part-time work and study, found that there are many problems in the work of poor students in colleges and universities: the lack of effective management mechanism for the work of part-time work in colleges and universities, The psychological problems of the part-time students are becoming more and more prominent, the limitations of the part-time work posts in colleges and universities, the educational function of the part-time students need to be further improved, and the safety problems in the work of part-time study. College students work in the process of repeated infringement, rights protection is too difficult, and so on. This paper then analyzes the causes of the problems from many aspects, such as society, colleges and universities and students themselves, and puts forward the following points: establishing and perfecting a set of standardized management mechanism of part-time work study work, attaching great importance to solving the psychological problems of part-time students actively, and so on. To develop the intelligence type and the management type of the part-time work study so as to widen the channels of the work of the part-time work, to integrate the ideological and political work into the work of the work-study work, and to give full play to the educational function of the work-study work; It is an effective way to do a good job in the work safety education of college students, to establish and perfect the guarantee mechanism, and to pave the way for college students to do a good job of part-time work and study work.
