地方應(yīng)用型高?(jī)效評(píng)價(jià)指標(biāo)體系的研究

【摘要】:在高等教育大眾化的今天,我國(guó)高校的發(fā)展存在著諸多問題,高校盲目攀比、升格,追求“綜合化”,政府政策及財(cái)政投入的不均衡,以及社會(huì)評(píng)價(jià)體系的缺失,排名體系的混亂等等,這些問題嚴(yán)重影響了我國(guó)高等教育資源合理優(yōu)化配置,給我國(guó)高等教育的發(fā)展帶來了許多負(fù)面的影響。2005年以來,教育部對(duì)高校本科教學(xué)評(píng)估受到各校高度重視,其指標(biāo)設(shè)計(jì)是一個(gè)航標(biāo),但由于沒有體現(xiàn)分類評(píng)價(jià)、分類指導(dǎo)原則,用一套指標(biāo)體系來衡量和評(píng)價(jià)所有的高校,只能導(dǎo)致趨同化“爭(zhēng)上游”的結(jié)局。其實(shí),各類、各層次的高校中都有不乏辦學(xué)有特色和比較優(yōu)秀的,客觀評(píng)價(jià)不同類型、不同層次學(xué)校的優(yōu)秀水平應(yīng)當(dāng)有所不同。 如何提高高校的辦學(xué)效益,使國(guó)家及地方財(cái)政投入向低投入、高產(chǎn)出的學(xué)校傾斜,采用可計(jì)量的績(jī)效評(píng)價(jià)標(biāo)準(zhǔn)實(shí)現(xiàn)教育投入公平,是我國(guó)當(dāng)前高等教育面臨的重大課題。為減少和避免這種缺乏正確的投入產(chǎn)出觀,在辦學(xué)定位上盲目追求擴(kuò)張升格,不考慮辦學(xué)績(jī)效,忽視資源利用效率的現(xiàn)象,2010年7月頒布的《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》中明確提出:高校要“改進(jìn)管理模式,引入競(jìng)爭(zhēng)機(jī)制,實(shí)行績(jī)效評(píng)價(jià),進(jìn)行動(dòng)態(tài)管理! 本文以我國(guó)地方應(yīng)用型高校為研究對(duì)象,擬為該類高校初步設(shè)計(jì)一套高?(jī)效評(píng)價(jià)指標(biāo)體系。文章首先對(duì)我國(guó)現(xiàn)有的高校排行指標(biāo)體系進(jìn)行簡(jiǎn)述,分析了排名指標(biāo)體系存在的不足和經(jīng)驗(yàn)啟示。針對(duì)國(guó)內(nèi)外高?(jī)效評(píng)價(jià)的現(xiàn)狀,運(yùn)用有關(guān)理論分析方法提出不同類型高校要根據(jù)自身定位和特點(diǎn),分類指導(dǎo),優(yōu)化績(jī)效評(píng)價(jià)指標(biāo)體系。 文章還對(duì)高校的分類定位評(píng)價(jià)的關(guān)系進(jìn)行了分析,概括了我國(guó)地方應(yīng)用型高校在我國(guó)高校群中的定位,然后提出了地方應(yīng)用型高?(jī)效評(píng)價(jià)指標(biāo)體系設(shè)計(jì)的目標(biāo)和原則。最后結(jié)合地方應(yīng)用型高校的特點(diǎn),首先從高校的人才培養(yǎng),科學(xué)研究,服務(wù)社會(huì)的職能出發(fā),將指標(biāo)的內(nèi)容歸為三大類。其次,按照績(jī)效理論的關(guān)鍵事件法,從投入-運(yùn)行-產(chǎn)出的過程上選取指標(biāo)。最終初步構(gòu)建了一套地方應(yīng)用型高?(jī)效評(píng)價(jià)指標(biāo)體系。
[Abstract]:With the popularization of higher education, there are many problems in the development of higher education in our country, such as the blind comparison, upgrading, the pursuit of "integration", the imbalance of government policy and financial investment, and the lack of social evaluation system.The confusion of ranking system and so on, these problems have seriously affected the rational and optimized allocation of higher education resources in China, and brought many negative effects to the development of higher education in our country.The Ministry of Education attaches great importance to the undergraduate teaching evaluation of colleges and universities, and its index design is a navigation aids, but because it does not reflect the classification evaluation and classification guiding principles, it uses a set of index system to measure and evaluate all colleges and universities.It can only lead to the result of assimilation.In fact, all kinds of colleges and universities at all levels have their own characteristics and relatively excellent ones, and objectively evaluate different types of schools, and the excellent level of different levels of schools should be different.How to improve the efficiency of colleges and universities, to make the national and local financial investment incline to the low input and high output schools, and to use the measurable performance evaluation standard to realize the equity of the educational investment is a major subject that our country's higher education is facing at present.In order to reduce and avoid this lack of correct input-output view, we blindly pursue expansion and upgrading in the orientation of running a school, and do not consider the performance of running a school.Ignoring the phenomenon of resource utilization efficiency, the National medium and long term Education Reform and Development Plan (2010-2020) issued in July 2010 clearly points out that universities should "improve management mode, introduce competition mechanism, implement performance evaluation, and carry out dynamic management".This paper takes the local applied colleges and universities as the research object, and designs a set of performance evaluation index system for this kind of colleges and universities.Firstly, this paper briefly introduces the existing ranking index system of colleges and universities in China, and analyzes the deficiency and experience of ranking index system.In view of the present situation of performance evaluation in colleges and universities at home and abroad, this paper puts forward that different types of colleges and universities should optimize the performance evaluation index system according to their own orientation and characteristics, and to optimize the performance evaluation index system by using relevant theoretical analysis methods.This paper also analyzes the relationship between the classification, orientation and evaluation of colleges and universities, generalizes the orientation of local applied universities in the group of colleges and universities in China, and then puts forward the objectives and principles of designing the performance evaluation index system of local applied colleges and universities.Secondly, according to the key event method of performance theory, the index is selected from the process of input-operation-output.Finally, a set of performance evaluation index system of local applied colleges and universities is constructed preliminarily.
