【摘要】：我國高校招生中的少數(shù)民族優(yōu)惠政策是我國教育政策的重要組成部分,為增加少數(shù)民族考生進入高校學(xué)習(xí)提供了更多的可能性。該政策不僅僅是一項民族教育政策,而且涉及我國的政治、經(jīng)濟、文化等多個因素,對提高少數(shù)民族地區(qū)的教育水平及經(jīng)濟、社會事業(yè)的發(fā)展起到了積極的促進作用。為了使人們從本質(zhì)上更深刻地了解該政策的思想和內(nèi)容,了解該政策的執(zhí)行對我國教育實踐的積極作用,尋找到更加有效的實現(xiàn)政策價值的途徑,本文對該政策進行了價值分析研究。 文章首先回顧了自建國以來我國高校招生中少數(shù)民族優(yōu)惠政策的發(fā)展歷程和文本內(nèi)容,在此基礎(chǔ)上借鑒劉復(fù)興教授提出的教育政策價值分析的三個維度,分別從價值選擇、有效性分析、合法性分析等三個方面對該政策進行了價值分析,并以此為導(dǎo)向來闡述政策中的價值偏差問題,并針對這些問題從理念變革、機制建設(shè)、借鑒相關(guān)經(jīng)驗等三個角度出發(fā)來不斷完善我國高校招生中的少數(shù)民族優(yōu)惠政策。 通過對我國高校招生中少數(shù)民族優(yōu)惠政策的價值分析,一方面,有利于豐富民族教育政策的研究內(nèi)容,另一方面,可以使得各利益主體認識與了解該政策的本質(zhì),有利于解決政策中的價值沖突,提高政策的實施效果。
[Abstract]:The preferential policy of minority nationality in college enrollment is an important part of education policy in our country, which provides more possibilities for increasing minority students' entry into colleges and universities.This policy is not only a national education policy, but also involves many factors such as politics, economy, culture and so on. It has played a positive role in improving the education level and the development of economy and social undertakings in minority areas.In order to make people understand the thought and content of the policy more deeply in essence, to understand the positive effect of the implementation of the policy on the educational practice of our country, and to find a more effective way to realize the value of the policy.This article carries on the value analysis research to this policy.The article first reviews the development process and text content of minority preferential policies in the enrollment of colleges and universities in China since the founding of the people's Republic of China. On this basis, it draws lessons from the three dimensions of value analysis of education policy proposed by Professor Liu Fuxing, and respectively chooses the value from the perspective of value.This paper analyzes the value of the policy from the aspects of validity analysis and legitimacy analysis, and expounds the problem of value deviation in the policy, aiming at these problems from the perspective of concept change and mechanism construction.Draw on the relevant experience and other three angles to constantly improve the preferential policies of minority nationality in the enrollment of colleges and universities in our country.By analyzing the value of preferential policies for ethnic minorities in college enrollment in China, on the one hand, it is beneficial to enrich the research content of ethnic education policy, on the other hand, it can make all stakeholders know and understand the essence of the policy.It is helpful to solve the value conflict in policy and improve the effect of policy implementation.
