【摘要】：大學(xué)生群體是關(guān)系國家未來發(fā)展的重要人才保障，是國家的棟梁，該群體的身體健康狀況牽動著國家和社會的長遠(yuǎn)發(fā)展。隨著我國教育規(guī)模的壯大，大學(xué)生群體的數(shù)量亦在不斷攀升，但屬于大學(xué)生群體自己的，比較完善有效的醫(yī)療保險(xiǎn)制度還處于空檔中。大學(xué)生最初的醫(yī)療保險(xiǎn)制度是起始于1953年的公費(fèi)醫(yī)療制度，其經(jīng)費(fèi)主要來源于各級財(cái)政補(bǔ)貼。不可否認(rèn)，在保障大學(xué)生健康和提高大學(xué)生身體素質(zhì)等方面，，公費(fèi)醫(yī)療發(fā)揮了重要作用。然而隨著我國經(jīng)濟(jì)的不斷發(fā)展，醫(yī)療費(fèi)用日益上漲，公費(fèi)醫(yī)療制度的諸多弊端開始顯現(xiàn)，例如醫(yī)療負(fù)擔(dān)過重，醫(yī)療資源浪費(fèi)等問題，致使其保障水平越來越低，不能滿足大學(xué)生群體的基本醫(yī)療需求。雖然有些高校為解決大學(xué)生的醫(yī)療問題，紛紛探索出不同的醫(yī)療模式，如“公費(fèi)醫(yī)療+商業(yè)保險(xiǎn)”的醫(yī)療模式，商業(yè)保險(xiǎn)模式，服務(wù)外包模式等等，但是由于商業(yè)保險(xiǎn)的盈利性質(zhì)和國家的不支持，導(dǎo)致改革效果不盡人意。直到2008年國務(wù)院下發(fā)文件決定將在校大學(xué)生納入城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的范圍內(nèi)，才使大學(xué)生醫(yī)療保險(xiǎn)制度進(jìn)行了一次比較大的改革。此舉措雖然在某種程度上提高了大學(xué)生醫(yī)療保障水平，但也存在著某些問題。通過分析研究高校醫(yī)療保險(xiǎn)制度來完善大學(xué)生醫(yī)療保險(xiǎn)制度對學(xué)生，對學(xué)校對社會都有著十分重要的意義。 本文共五部分，第一部分，介紹了研究問題的背景，目的和意義，以及國內(nèi)外學(xué)者對大學(xué)生醫(yī)療保險(xiǎn)制度的研究。第二部分，為了更好的分析我國大學(xué)生醫(yī)療保險(xiǎn)制度，本文對研究所需要的相關(guān)制度和概念理進(jìn)行簡單的解釋和說明。第三部分，回顧了我國大學(xué)生醫(yī)療保險(xiǎn)制度的發(fā)展進(jìn)程，并對現(xiàn)在實(shí)行的大學(xué)生醫(yī)保制度進(jìn)行分析，找出其存在的問題。第四部分，通過深入分析美、德、新、英4個(gè)國家較為成熟的大學(xué)生醫(yī)療保險(xiǎn)制度，從中吸取適合我國國情的寶貴經(jīng)驗(yàn)。最后，提出完善我國大學(xué)生醫(yī)療保險(xiǎn)制度的建議。
[Abstract]:The student population is an important personnel security relationship between the country's future development, is the backbone of the country, the health status of the population affects the long-term development of the country and society. With China's education scale expands, the number of the student population has continued to rise, but belong to the university students themselves, more comprehensive and effective medical insurance system it is in neutral. The medical insurance system of college students is the first starting in 1953 the public health system, its main source of funds from all levels of financial subsidies. Admittedly, in ensuring the health of college students and the improvement of College Students' physical quality, public health has played an important role. However, with the continuous development of China's economy, medical expenses rising public health system problems began to appear, such as medical burden, resulting in the waste of medical resources and other issues, the security level is more and more Low, can not meet the basic medical needs of college students. Although some colleges and universities to solve the medical problems of college students, have explored different medical modes, such as "public health insurance + business" medical model, commercial insurance model, service outsourcing mode and so on, but because of the nature and state of profit of commercial insurance is not supported, cause the reform effect is unsatisfactory. Until 2008 the State Council issued a document to determine college students will be included in the scope of the basic medical insurance for urban residents, the medical insurance system for college students is a relatively large change. Although this move in a way to improve the medical security level of college students, but there are also some problems. Through the analysis of medical research the insurance system of colleges and universities to improve the medical insurance system for college students, the school has a very important significance to the society.
This paper consists of five parts. The first part introduces the study background, purpose and significance of the study on medical insurance system of college students and scholars at home and abroad. The second part, in order to better analysis of College Students' medical insurance system in China, the need to study the related system and the concept of simple explanation. Third part, reviews the development process of College Students' medical insurance system in China, and now the implementation of medical insurance system for college students to carry on the analysis, find out the existing problems. The fourth part, through in-depth analysis of United States, Germany, the new medical insurance system for College students, mature English in 4 countries, and learn from the valuable experiences for the situation of our country from. Finally, put forward to improve college students' medical insurance system in China.
