【摘要】：創(chuàng)新對一個國家經(jīng)濟持續(xù)發(fā)展重要性日益凸顯。大學科技園以創(chuàng)新為主要特點,其未來發(fā)展受到政府的高度重視。建設和發(fā)展大學科技園是實施“科教興國”戰(zhàn)略的需要,是高校自身改革和發(fā)展的重要方向,是加速高校高新技術成果轉(zhuǎn)化和產(chǎn)業(yè)化的一條有效途徑,是地方經(jīng)濟建設和社會發(fā)展的重要補充,是提高遼寧省技術創(chuàng)新能力和經(jīng)濟競爭力,振興遼寧老工業(yè)基地的重大抉擇。 我國第一個大學科技園于1990年在省沈陽東北工學院(現(xiàn)東北大學)誕生以來,遼寧省大學結(jié)合具體國情,借鑒國外經(jīng)驗,在建設大學科技園方面進行了十多年的探索和實踐,站在創(chuàng)新的角度,制定出適合自身的發(fā)展戰(zhàn)略,實現(xiàn)跨越發(fā)展,推動遼寧區(qū)域經(jīng)濟發(fā)展具有重大作用,引導創(chuàng)新要素向經(jīng)濟主戰(zhàn)場集聚,大力增強自主創(chuàng)新能力,加快培育戰(zhàn)略性新興產(chǎn)業(yè)和改造提升傳統(tǒng)產(chǎn)業(yè),推動“遼寧制造”向“遼寧創(chuàng)造”轉(zhuǎn)變。 本文首先介紹了國內(nèi)外大學科技園的發(fā)展現(xiàn)狀和我國大學科技園的發(fā)展歷程及其所取得的成就,總結(jié)了國內(nèi)外大學科技園發(fā)展經(jīng)驗。再結(jié)合對遼寧省國家大學科技園內(nèi)外部戰(zhàn)略環(huán)境分析,從創(chuàng)新的角度探討其創(chuàng)新發(fā)展戰(zhàn)略。在創(chuàng)新戰(zhàn)略的制定上,以《國家大學科技園“十二五”發(fā)展規(guī)劃綱要》為理論指導,以提升遼寧省國家大學科技園技術創(chuàng)新能力、制度創(chuàng)新能力和文化創(chuàng)新能力作為戰(zhàn)略重點,從產(chǎn)業(yè)特色、遼寧創(chuàng)新型經(jīng)濟發(fā)展、政府職能、高新技術開發(fā)區(qū)、大學科技園孵化與輻射作用的角度詳盡闡述創(chuàng)新發(fā)展戰(zhàn)略,站在政府支持、增大資金投入和人力資本加強的角度提出參考措施。
[Abstract]:Innovation is becoming more and more important to the sustainable development of a country's economy. The university science and technology park is characterized by innovation, and its future development is highly valued by the government. The construction and development of university science and technology park is the need of implementing the strategy of "rejuvenating the country through science and education". It is an important direction for the reform and development of colleges and universities, an effective way to accelerate the transformation and industrialization of high-tech achievements in colleges and universities, and an important supplement to the local economic construction and social development. It is an important choice to improve Liaoning's technological innovation ability and economic competitiveness and to revitalize Liaoning's old industrial base. Since the birth of the first university science and technology park in 1990 in the Northeast Institute of Technology (now Northeast University) in Shenyang, Liaoning Province University has carried out more than ten years of exploration and practice in the construction of university science and technology park in combination with the specific national conditions and drawing lessons from foreign experience. From the angle of innovation, we should formulate a development strategy suitable for ourselves, realize leapfrogging development, promote the development of Liaoning regional economy, guide the innovation elements to gather in the main economic battlefield, and strengthen the ability of independent innovation. Speed up the cultivation of strategic emerging industries and upgrade traditional industries and promote the transformation from "Liaoning manufacturing" to "Liaoning creation". This paper first introduces the development of the university science and technology park at home and abroad, the development course of the university science and technology park of our country and the achievement of the university science and technology park at home and abroad. This paper summarizes the development experience of the university science and technology park at home and abroad. Combining with the analysis of the internal and external strategic environment of the national university science and technology park in Liaoning Province, the paper discusses its innovative development strategy from the angle of innovation. Under the guidance of the outline of the 12th Five-Year Plan of the National University Science and Technology Park, this paper takes the promotion of the technological innovation ability, the institutional innovation ability and the cultural innovation ability of the National University Science and Technology Park of Liaoning Province as the strategic focus, and takes the industrial characteristics as the key points. Liaoning's innovative economic development, government functions, high-tech development zones, and the role of university science and technology parks in incubating and radiating are elaborated in detail in terms of innovative development strategies, standing with the support of the government. Increase capital input and human capital to strengthen the angle put forward the reference measure.
